Corruption in The Former Government
A short summary is that the chief prosecutor is investigating a lot of corrupt individuals and quite a number have been put in prison on preventiva. But she is up against a legal system that was pretty much designed to allow corrupt people with money to evade justice. The lack of juries is a significant issue for example. And so far nobody has been found guilty of anything. At least not that I can recall.
Regardung Danilo Medina you may recall that his brother was in prison but recently released to be on house arrest. And his sister has been on house arrest. Danilo himself cannot be tried for corruption under an international treatie bit there is talk that they may try to get this reversed.
I would worry about the corruption under this government. The corrupt Furcal was removed from education, and actually put in a position to steal even more money.
Not to defend Danilo, but it's common to see that clip without mentioning it was from before all the corruption scandals in his government. Often people want to present this as if he said that afterwards. It's very possible that Danilo himself was not aware of any corruption in his government at the time.
It's an old practice for military officers to do things (kill a certain well known person) and the blame to fall on the president, often times he himself becomes aware of what "he ordered" along with everybody else as the news comes out. Many times it happened to Trujillo despite he was in control with an iron fist, it happened more with Balaguer, etc. Corruption in certain institutions will take place without asking for permission of the president.
