Ask an airline or two

AA , CO and US fly to SDQ or STI or both. So call the airlines and ask them the military fares. Seems straightforward to me. Assuming you're in the military how do you normally book these fares?

So then do just that then.
Note at times "special" fares cost more than the discount fares they offer so get an idea of the cost first from their reservation system.

You can book domesic with the special military fares depending on avaliblity, however they are not offered for the international portion of the flight.

You may need to technically book two flights - first the domestic portion then the second being the international. This was the only way it would work for me with American.
