Dominican leaving DR for Visit to Canada

OK, sorry folks, I am sure this has been posted a zillion times. Sad story, having problems with my internet provider (I am not Paying the bill), my opportunities for access to the Internet is now limited. Long story short What needs to be done for a local single Dominican male to come to Canada for a visit (perhaps a month 6-8weeks)? This is a fellow who is happy living in the Dr. Visa, then planefare? He is a student teacher in the DR of mathamatics. Does not want to stay/defect to Canada, but we would love to have him experience Canada ([British Columbia) and would cover his expenses while he is here.

As an aside, he has not asked for this or even suggested the possibility. We thought it would be great and cheaper for us than spending the time in the DR, as it would be airfare only.

Gotta go, the natives are restless (relatives who are trying to sleep while I type on their computer).
