Looks like the ground floor is not that much damaged. They could possibly clean up the first (ground) floor while tearing down the second floor where it seems most damage was done to. Possibly in 2-3 months the first floor could be operational again.

Not a chance, their best bet is to start from scratch. They own the entire block and this is the opportunity to go big with a nice and modern structure lay out.

The entire block, and then some. They had just taken over the side street leading into Calle Sanchez, and constructed two more enclosed parking areas. One being the lot used for motos and pasolas, as well as the space/building across from there.
