I don’t understand your question. If he is in the EU he needs a Schengen anyway. My wife used Madrid as a stopover from Brussels. But she is Belgian, so I don’t know about using Madrid as a stopover, but without a Schengen visum you won’t get through.

Into SDQ actuallly are flying from MAD Iberia and Air Europa, France with Air France, Germany FRA with Condor.

only residents or citizents can travel to/from European Union, they dont let in visitors with tourist visas, also they are allowong people in transit.
