Haitians install earthen dam for canal in Dajabon

Haitian civilians, working on their side of the Masacre River have installed an earthen diversion dam for the waters of the Masacre River. The purpose of this improvised earthwork is to provide more water for the recently opened canal in Haiti that was built amid major controversy between the two nations.

Since the river is currently at a low level, the Haitians were able to use shovels to create a small earthen structure that effectively diverts more water into their canal.

According to the Listin Diario, Dominican military officials said that they could not interfere since all of the work was done on the Haitian side of the river.

On another level, Dominican authorities from the National Institute for Hydraulic Resources (Indrhi) told reporters that new electric pumps would be put into operation at the entrance to the La Vigia canal, and this would provide...

What needs to be done, is to start a dam on the Artibonito River. Said river is born in the DR, yet provides a large percentage of Haiti's water. If this is about water, it's time to hit them where it hurts. If the DR can't stop them from works on their side, then Haiti can't stop the DR. Build the dam!

Not to distract from the main topic... But at the end of the treaty presented in the comment above, I saw the name Espaillat, which is a name I came across when looking at areas in the northwest DR — a province. This interested me, and so I just went and did a quick Google search on the name and DR history. In Jamaica, there are the 21 Families... The DR seems to have its equivalent.

Notice that the only canal that was flooded was the new Haitian one, not the old Dominican one. It’s almost as if during the canal issue they did some voodoo on the DR, but…Since they are superstitious, how many will accept this as a sign that they should simply give up on the canal?
