Forget trying to get ahold of US banks, many businesses or US consulates or embassies here in DR - because today is a recent (and superfluous) Federal Holiday.
So save yourself a trip if you were planning on visiting a federally connected agency here in DR

You can add PayPal to the list.
Holidays in this country have become a joke.

They marched into Galveston and asked “didn’t you get the memo ? Y’all are free !” On paper anyway. Long journey ahead still.
