This is what happened right before that big Christmas Tsunami in the Philippines a few years ago.

The water pulled back, nobody understood why, they went for a closer look and BAM.

Knowing what I know now, I would run far and fast. Scary.

Its just a spring tide - influenced by certain and rare positions of the moon and sun in relation to Earth. The water didn't recede within a few minutes, it took hours. When the water recedes due to an incoming tsunami it happens within minutes.

Yes, that's the one. Same symptom, different cause I guess. It still makes me wary.
