You can make anyone you want your life partener , marriage is a religious act. Adopting a child is extremly hard for hetrosexual couples even with good screening results. If a baker doesn't want to bake your cake, find another baker. When you go sticking your sexual preverences in other people's face, especially they they don't agree with your sexual preverences you are causing unnecessary and avoidable conflict.

Wrong, wrong, wrong, wrong! Marriage is a legal contract. In many places, including The Dominican Republic, the default model involves a significant transfer of assets unless prior steps are taken. The idea that it is religious is just another example of religion trying to stick its nose into every aspect of everybody’s business. It’s only religious if you want it to be. Nobody is sticking their preferences in anybody’s faces, unless you consider the display of affection common among heterosexual couples, sticking their sexual preference in everybody else’s face. In the vast majority of cases, homosexuality is not even a preference it is an orientation, and those who are orientated that way have no obligation to protect anybody from whatever it is that bothers them about the existence of those who are orientated that way. Understandably, unnecessary and avoidable conflict avoided by hiding in the closet and accepting that they are less than everybody else is not something they seek.

What are the rules and how would they be inforced?

Don't worry about it. You won't be there.
