No, if you fail to apply for either then you are a tourist and fall under the "tourist card".

I having been married to a Dominican woman for 10 years am still a tourist and fall under that catorgy due to my failure to apply for citizenship or residency.

Let me also state before the "righteous police" attack me that if I had the necessary funds to do such I would have had my residency long ago..

I was told that the rights of citizenship flows thru males and not females. THis is because the law here is based on Napoleanic code from France.

A foreign female married to a Dominican male must apply for residency then can apply for citizenship which is mostly a routine process as she has the right to it by marriage.

A foreign male married to a Dominican female does not have the same rights. He can still get citizenship but must "qualify" for it. First he has to apply for residency etc.
