The facts about the Metro will never be "simple" or "clear" from the media in the DR, much less from the self-imposed gag the gov has procured for the project.
Needless to say the gov is simply saying that funds are slow to come in from external sources to the L2 works, but they're coming in nevertheless...
There are two things one must pay attention to when dealing with data on the Metro:
#1 What's said in the media and from the gov.
#2 What's really taking place, which one can see with the naked eye in the actual works being carried out.
Let's go for #1:
The media says it investigated" that work in the ongoing L2 is unpaid for by a large chunk. Do you really believe the media here investigates? That's to say the media is "fed" information from those directly involved in the project, like contractors that want to "push” bit the funds down from the gov to their own pockets.
What better way to do this than using the power of negative press? Does it works? Yes! It always does in the DR and pretty much elsewhere corruption is present.
What's to be read from the media reports: The L2 of the SD Metro is broke! What it means: Contractors want their money pronto!
What the gov says to the media reports: Yes! Pretty yes! The money is owed, but it's coming soon! What it means: It never was a secret that funds were hard to secure given the economic crisis the world is in, but the cash flow will move again soon enough.
Now let's go to #2:
What's really taking place in the L2 works? Is work halted as the media claims? Slowed down from lack of sources? All contractors took up their crews and machinery and hit the "sleep" mode until paid what they're owed?
The reverse is the truth! While the media is fed one liners, the work is actually being carried out in haste for the past few weeks. Just as the constant rains receded and allowed the heavy machinery to start once again, the danger of a multiple storm season hitting the island has made the conclusion of open ground works a priority over other underground (scheduled) works!
While the timetable of the works called for all the stations to be built before the tunneling was carried out, the reverse is the actual plan. All now open stations are being covered as fast and possible, and the underground tunneling being the priority for the work. The Dosco boring machines are carrying out the tunneling from end to end non-stop, whilst the stations that interconnect the tunnels are delegated to the second phase. Only those stations that already have been intervened will continue to see work at surface as planned, always that the weather conditions are met.
Funding for the work in the L2 has come mostly from the revenues collected from fares in the L1 operations. Since the operational subsidy for the L1 was introduced complete from the last budget, all revenues from the fares are provided fully to cover ongoing work on the L2.
