Provisional is the Temp card you get, definitivo is the permanent, but I've always been under the impression it has to be renewed.

My Residency card is blue, but it has an expiration date in 2016.
What has to be renewed is just the card and the photo, same as your driver's license. But if it is blue you got the permanent residency.

At the moment, if you have your blue card, you can renew it for 2 years if you have been a legal resident for less than 10 years. If you have been here for 10 years you can currently renew it for 4 years. I have no idea if this will change under the new regulations.

If they follow through with the new regulation your first permanent residency card will be valid for only 1 year and after that 4 years at each renewal. It's going to be a b**ch for the persons starting the process now, 5 times temporary residency permit for 1 year, after that 1 year permanent residency permit and only after that 4 years validity.

I have good news for all those that want to stay in the DR for as long as you want without getting residency and just pay the fine when you leave.

I just went to an attorney's office in Sosua and was told you can pay the fine and re enter just like before.

I trust this attorney as I was referred to him several years ago and he always gives truthful answers.

I also sent guzman an email but received the same boiler plate response as was posted earlier in this thread and they did not answer any specific question and when i returned the email it was undeliverable.

So this thread " Now Everyone Needs a Residency VISA " is not true and it caused alot of panic and concern all because of one lawyer twisting the truth for his own personal gain

I would be careful with your comments! There is a reason why the Guzman law firm sends out the message as they did. If they enforce the regulation as written, your lawyer is definitely wrong. I seriously hope that there will be a better solution for long term vacationers but it's not provided by decree 631-11.

I too sent a PM to Mr. Guzman asking something about the procedures. I received no answer at all. I only can imagine they are waiting for information themselves. I also asked per email for an appointment in their office here in Bavaro, again, no answer...

Makes me think...

Or, they are not interested in my case... ;) (But I can pay :) )

No words were twisted Mike. It's that Migration hasn't made it clear what the penalties will be and what actions will be taken so I don't see how any lawyer could give you a clear cut answer.


Unfortunately, the Decree (631-11) which establishes the new regulations for the Immigration Law have been enforced from June 1st. This Decree was passed on October 19th, 2011 and at this moment, the Migration Department constantly changes its criteria of application of some rules set forth by Law 285-04 and its Regulations. It's better to wait until the Migration Department confirms how these new rules will be enforced. This might save you time, expenses and efforts as right now we are still on transition phase with an evident conflict between previous rules and new ones.

I was talking about the original lawyer who is advertising if you don't get residency and overstay you can't come back so if nothing is clear how could he advertise that.

My previous post was not directed at guzman all i said was he never answered my question

I will wait and see how it plays out but at the end of the day for me it does not matter for me as I can switch vacation spots every 3 or 6 months or I could even run my business from a cruise ship 365 days a year....time for a BEER !

Even when I applied for my renewal this past Monday, the person handling the renewal said she had "NO" information at that time as to what will be happening.

Tariff is still listed on DGM- I think they made a mistake on Codigo 39-It should read "De 3 a?os a 5 a?os"

It is far less than $4.500 if you are away from thoses touristic lawyers. Try thoses away from touristic area.

I paid less than 1500 U.S. to a local attorney without a single problem.........
She appeared with me for the entire process, which wasn't all that difficult..........
This was 2 years ago for my temporary so I don't know what the current fee would be...........
