I totally agree. These types of discussions are in fact necessary because idioms can be interpreted differently and I always say just giving the phrase without the context is impossible. The OP has to expand a bit before we try to decipher the meaning. Anyway this phrase has several connotations depending on the scenario but I think the OP is all set.
