it's the other way round, so to speak. you can start the renewal 45 days before expiry date (temp) and 30 days before expiry date (perm). 30 days after the card expires they start charging penalties for renewal, for both the residency and cedula.

oftentimes when you start the renewal, they give a letter...
like a Get Out of Jail Free card to allow you entry/exit as a resident.

So I haven't ever traveled since becoming a resident. Do I actually need my residency card with me when I return to the DR or will my cedula be enough. And do I go to the immigration line for dominicans? Sorry to be so naive~

Residency as well as cedula. From memory they ask for residency when you leave, can't remember coming back. And yes, go to Dominican line.

last time i left (october) i had to show both residency and cedula upon departure. took me about 20 minutes to go through the immigration and 3 agents, including the supervisor. it was quite a while since my last trip and looks like my passport was not in the updated database. i think i even had to pull out my driving licence. pure joy.
