No doubt, tourists taxis are predatory. Even the best resident negotiator will have difficulty getting a fare comparable to Uber from any tourist taxi. Oh the sob stories of how many kids they have to feed and put through school...

I have fought with taxi drivers in several countries as well as cities in this country. I don't let taxi drivers (only use them when I am not driving and Uber is not available) or Uber drivers take their own route unless I am in a new territory.
I have received credits from Uber when I had to cancel after waiting too long.
I am glad to see Uber is catching on up north. The north coast has some of the worst taxi drivers in the country in my opinion.

Anyone on the North Coast have any luck with Uber getting a ride from El Catey airport to Las Terrenas?
Any Uber service at all there?

Too far east I think. Fire up the app from time to time, set your trip but don't actually book it. Look for cars in the area.

Santiago airport to Cabarete - 2400 pesos last week. Nice car, terrific driver, no bulls#it. Priceless! 
I gave him a nice tip also. Very pleasant experience.

On Friday 20 October I used Uber from Metro Bus Station SDO to Park Colon in Colonial Zone. Quoted $460 Uber and at destination I paid him $500 small $40. Tip.
Usually I pay the Cabbie $400 to $500 DOP for a trip. SO the only real change there is the car was painted one color and I could order on Phone... he was 2 minutes away. However the wheel bearings were shot... I don't think he realized that flaw.

I do a lot of travelling in SDO and Santiago... have my preferred cabbies and never had a problem with reservations and service.
Some even have good wheel bearings.

Uber all the way for me ..... and most Dominican now also in SDQ. hell with the thieves in the the taxi's when they spot a gringo

  I know quite a few taxi drivers who'd rather sit and wait 6-10 hours for  a"Gringo fare" to come along and shun several 200 pesos trips while they wait. Doesn't make sense to me but there must be some madness to their method.

This is almost comical,but it just indicates the willingness and intent to try and rob someone rather than take fares at the normal prices

I don't feel like going through 78 pages but can someone confirm that to get an Uber from SDQ, I just need to go upstairs ?

Yes, Uber pickup is on departure level. The hardest part is you can't see the license plate number until the vehicle passes you then you have to go chasing after the car. I generally text the driver and say exactly where I am standing and a brief description of what I am wearing.
