As posted on the SDQ Airport Taxi thread:
With a 'chofer' you don't need a taxi or Uber.....nor worry about checkpoints.

UBER is the way to go

Save up to 50% on normal taxi tariffs. Clean, modern cars, more security. Favorable exchange rate. No brainer.

UBER will have to comply with the new Transportation Law which is shortly to come into force which may impose operational challenges whilst also changing how all other taxi operations work too.

Dominican Republic transportation sector has been the headache of the past governments and all citizens. The increasing demand and the entry of new platforms have pushed the enactment of new statutes which seek to order the chaos that exists.
The recent law of mobility, land transport, transit and road safety of Dominican Republic (law 63-17), which created the National Institute of traffic and transportation (Intrant), not only comes to regulate all the public transportation system, but it is expected to have the taxi experience positive changes and reform a weak legal structure that is currently.
Unfulfilled requirements
Augusto de los Santos, researcher of unit policies public (UPP) of the Observatory politician Dominican (OPD) and author of the report "disruption in taxi service: ÜBER in Dominican Republic", argues that the company could provoke the taxi system to begin a significant legal transformation, taking advantage of the new law, as there are substantial weaknesses in the sector which should be addressed urgently.

The document explains that the Council of administration and regulation of Taxis (CART) is the agency responsible for regulating all national taxi service, and that the Act provides that to be taxi driver must be renewed taxi permit every six months, driver must be debugged by the CART and display a table with their identification data. In addition, need the special license granted by the CART, and passing the examination, behavioral and medical, approved by the same entity.
It adds that the vehicles must have a special plate, lettering, numbering and a different color for each province; insurance that covers damage to third parties and certification that is in good condition.

"It is estimated that to date 2013 the amount of taxi drivers increased from 25,000 to 27,000 units. "Less than 40% of taxi drivers reported at the national level is in compliance with the regulations of the registry before the CART and just 11,000 is regularized found", says the researcher.

It indicates that the CART regulations are on the website of that institution; However, it appears that their knowledge is extremely low among taxi drivers and the same operating companies.

ÜBER missing

The analysis says that taxi drivers from UBER are breaking the legal norms that have been established to regulate this sector; just meet the necessary to be able to circulate in motor vehicles in the country.
"The CART does not know the amount of units that are part of these service suppliers. ÜBER problem is that they don't even have contractual terms with taxi drivers", he explains.
The study considers that to state the establishment of this company is unfavorable because although the company is legally incorporated, no who clarified the way in which it operates, is not known to what are the conditions of payment of taxes and the type of statement that performs.
"It could be inferred that the company does not report income to the country, since they argue that only make a brokerage in a virtual platform, rather than a company of taxis." "This has important implications for the Treasury, since the company generates substantial revenue without having more than one possible legal cargo for transfer of resources abroad", emphasizes.

Virtues of the regulations

Research reveals that the old law 76 - 00 did not permit of operation and control, i.e., follow-up to cabs and sanctions for those registered as pirates; a simplified scheme of taxation and lack of a unique body of national scope that regulates it. However, it emphasizes the new standard to govern the actions of taxi drivers.
(+)
UNFAVOURABLE FEATURES
LACK OF FOLLOW-UP
The study of the OPD appointment data from the Office for the reorganization of transport (OPRET) which indicates that 70% of taxis Dominicans are in poor condition, most of the Decade of the 1990s Toyota vehicles.
"This shows that the sector operates with high informality, due to problems of monitoring compliance with these laws. Only taxis of the tourism sector are maintained compliance with all standards imposed by the Council of administration and regulation of Taxis (CART) "."

Thank you! Someone convinced me to try to the taxi service from the airport and the driver wasnt even there. He called me to apologize stating my flight arrived early. Uber was already at the airport waiting. Never again!

Why didn't you show your email confirmation to any yellow shirt taxi driver and let them get you a different driver. How could Uber be already at the airport waiting when you have to contact them first. Not like Uber is bold enough to wait on airport property.

So its my fault my driver wasnt there? Why would I want to deal with a company who couldnt even have my driver there on time. Face it! Your recommendation was horrible. And yes my uber driver was already at the airport. In fact i didnt even have to go upstairs.

Im starting to believe a couple of you posters are invested in these companies. You guys shill way too hard for inferior products

Personally I find Uber superior to taxis in most aspects. One problem I have found with Uber is unscrupulous drivers can put a requesting passenger "on a trip" without the passenger actually entering the vehicle. This has happened to me personally, albeit a rare occurrence.

How was your Uber driver already at the airport waiting for you? And for the record, I have no interest in the public transportation industry.

Take it easy, no one said it was your fault. I asked a simple question, why didn't you just show your email confirmation and let them handle it on the spot. Not as if you were dealing with some off airport transfer company the had to wait for a different driver to arrive.

I guess you are special because whenever I used Uber at the airport recently the pickup spot on the app has always been departure level. Not sure how you were able to change pickup location.

BTW alexw how many months has it been you have been driving for Uber?

Yes you do. You shill the hardest here. I can show you at least 7 posts of mine you disliked simply because i praised uber. Its really quite strange behavior.

As for Uber why do you care when you hate the company so much? One shouldnt care about what they hate. should they?

Used Uber last week in Santiago, the service was good, but the price was about the same as if I used a taxi.

I am sure glad you didn't direct that reply at me and not sure why you said that to sanpedrogringo. I have followed this thread from the beginning and can't recall more that maybe one or two negative posts about Uber. No one to my knowledge hates Uber. I use Uber exclusively once in town.

I still stand behind the improvement in online booking of an airport taxi. Tourists with lugaage, no guarantee of data connection, peace of mind the few extra dollars for the airport taxi is something worth considering.

If you so gung ho on Uber why would you even deal with an airport taxi. You sure don't appear to be a tourist with luggage and no data connection.

You are still avoiding my question. Why didn't you just show your email confirmation to anyone of the twenty or so yellow shirt drivers and ask where is your driver?

Instead you went into a huff and puff, whipped out your cell phone and before you could punch in a few digits your magical Uber driver was right there at arrival level waiting. Please PM me the Uber app link for this special service.

Ive already answered that question. The service you recommended failed. My answer is above where I clearly stated my reasoning. Its obvious your financially invested in this failure of a company. Good look to you and have your drivers there on time. Now have a great night!

Let me see, I used Uber once today, twice yesterday, matter of fact I have used Uber at least once a day for the past week.

What happened when you showed your email confirmation to a yellow shirt driver?

I think I will go check my Uber receipts and see if one of my drivers was alexw.
