This is a board of "opinions".. With that in mind, if you wait, you will pay more and might not fly on dates and time you would have liked. IMHO.I want to book a flight from NYC or FL to SDQ or POP for this October-ish. Yes, flying FROM US to RD. (no hotel needed, but if required ok will do.) What are the odds I can book a flight INTO la RD in fall ?
unfortunately link not functioning for me

You can BOOK a flight to the DR for October right now no problem.
The issue is whether the flight you book will actually FLY in October. That is the big unknown at this point. And is based on several unkowns:
1- When will the DR government open the border again?
(that is dependent on multiple health and economic issues).
2-Even when the DR government does open the border, will tourists from other countries be willing/able to vacation here?
(that is also dependent on multiple health, economic, psychological, and marketing issues).
3- When the DR government opens the borders will airlines actually fly here if there isn’t enough demand to make the flight financially viable?
(Airlines may have to reduce seats to increase spacing/social distancing on the plane. That may cause higher ticket prices. Will tourists be willing/able to pay those higher prices?)
There are several more, but I trust you get my point. It’s a “moving target” with no definitive answer right now.
I've posted this before, but I think it bears repeating. The airlines are in a severe financial crunch. Reports I’ve seen say their business is down 95%! They have a major cash flow problem.
To increase their cash flow, it is in their interest to continue to sell you and I tickets. You buy a ticket today for a flight in October and the airline gets an inflow of your cash NOW. If come October they have to cancel the flight (because the border is still closed or low demand) they will then issue you an travel voucher good for 12-24 months for the price you paid for the ticket.
So in effect, you are giving the airline an interest free loan until you actually use the voucher (6-30 months from now).
IMO, International leisure travel wont return until people and governments feel that the virus is no longer a threat. That will probably happen when we have a vaccine. Most experts say that is still 12 months or so away. (I hope they are wrong and a vaccine comes much sooner).
So if the above applies, maybe it follows that it would be a good idea to buy a ticket at today's prices, get the travel voucher and fly later having paid today's prices rather than wait to book and pay higher prices later. ???When the DR government opens the borders will airlines actually fly here if there isn’t enough demand to make the flight financially viable?

I have family in New York and living there they can not see any of the things you describe above, although there is some major suffering going on in that virus hotspot. If you are not living around the corner of one of the hospitals you will not see any of those things.
I have a friend in Santo Domingo, Los Minas and 3 weeks ago the rumor from enfermeras working there was going on about the hospital around the corner in Los Minas, maternidad, full of corona cases. After hearing that they lived around the corner of a corona hotspot they fled to the country side. Weeks later a newspaper confirmed corona cases in baby's and mothers in maternidad.
I know maternidad and have been there several times and I know Los Minas having lived there, I know how many people are every day in and around that hospital and that it is located in the middle of the densely populated barrio Los Minas. Not a good situation.
Most people living in the middle of a virus disaster will not be able to see any of the things you describe, unless they know the right people or really live around the corner of the hotspots.
Going with your argument that you need to be able to see it, I could now say Santo Domingo is much worse then New York?? But of course not, as anecdotal evidence is next to worthless. But you can say there is stuff going on and more stuff then reported in the numbers. How much, I don't know but with going there and looking you will never find out.
Thanks for the info. We called the US Embassy in Santo Domingo at 809-567-7775 and could not get any help or talk to anybody; just said they are closed due to covid19.
We called JetBlue and the lady we spoke with seemed to be familiar with the situation. Right away she said that they were not allowed to bring anybody into the DR but that empty planes were flying to PUJ and SDQ and picking up people to bring them back home. She stated the last successful flight PUJ-JFK was April 27th and that our flight on May 2nd is good to go. So the flight should be a safe bet... we will see.

The only downside would be if the airline goes out of business before you fly. That is the only thing holding me back as there are some good deals out there now.So if the above applies, maybe it follows that it would be a good idea to buy a ticket at today's prices, get the travel voucher and fly later having paid today's prices rather than wait to book and pay higher prices later. ???
In regards to New York, ... examples of the lines of sick people, lack of ventilators, people being wheeled out back doors under the cover of darkness, and mass graves.
Regarding flights to Europe there is two things more to watch additionally to closed airports:
1) Germany has today forbidden Germans to travel till mid June, saying they did not pay a lot for repatriation flights to now Germans again leaving and then they have to search them again. I assume that's valid for most countries.
2) The European Union has a ban on all non-residents entering till may 15 and now the French president says he recommends to prolong this till September.
Because of 1) there is no demand for flights Europe to DR and because of 2) no demand for DR - Europe. Not till end June or maybe September
Boots on the ground in NYC. NO such things at this point of time. I know from a top of the line source they are starting to take the beds out of the Javits Center and hoping they can restart conventions shortly before the end of year.. (every convention was cancelled through OCT. )Is this a joke? You're so funny. Or you are talking about the footage that is the same for most of the cities? Wondering why the hallways are same in Italy and Madrid and NY...
Price is no issue. Just wondering if in October the Dominican Republic will allow a gringo to returnIf you wait until July, that will still give you a 90 day window to purchase, if you are concerned about pricing. Why rush into the unknown?
In regards to New York, all you have to do is turn on the daily news for the last two months to see examples of the lines of sick people, lack of ventilators, people being wheeled out back doors under the cover of darkness, and mass graves. It has been documented.
