If no monorail system, what else may you propose as a solution?
Maglev. But anything is better than the current system. Build it and "in my opinion" people of the Dominican Republic will use it.
How to implement?
Legislative branch of Government passes a law for the Executive branch to execute.
How to finance?
New taxes, borrow money, print money.
How to maintain?
Allocate money from the Governmental budget each year to pay for the maintenance and subsidize operating costs.

This is not rocket science

I thought the Metro was meant to solve the congestion problems that Santo Domingo has.

Where will this proposed route go? The main problem with Santo Domingo is that it is a dispersed city with no clear central hub. Rather than build another white elephant better to concentrate on effective land use planning and zoning and re-organise the existing transport system - bus lanes/electric vehicles/ etc. Also better walking and cycling facilities and infrastructure.

The problem with the metro is that it basically runs just north and south. They need routes that go east and west as well. For example, a route that connects piantini to zona colonial and so on.

There's an west-east route that goes from Luperon to the east of the city where the cable cars take over, and a short east-west from Maximo Gomez to Lincoln.

Next is supposed to be cable cars from Los Alcarrizos to Luperon.

Yes I've seen this before. I never believed this plan would alleviate traffic aka el tapon. They need something to transport people in the more populated areas. For example it takes me an hour or more to get to zona colonial from piantini. We just sit in traffic that doesn't budge.

And therein lies the rub. That's why I go to work early in the morning. I get more accomplished in the first 3 hours of the morning than the rest of the day combined, and it only takes minutes for me to get to work.

If I traveled at a normal time, it would easily take me 11/2 hours.
