Here they will arrest you for anything they feel like, no reasons, no laws broken needed. Most LEO's can't even read, never mind comprehend or have the ability to know the existence of a law.
Been to jail here in Santiago 4 times.
Never for breaking the law.

Sounds like there have been a lot of cases of people getting
stuck outside and not being able to transit home fast enough
without breaking the "law".

TRANSLATION:
The director of the National Office for Land Reordering (Opret), Rafael Santos Pérez, asked the authorities of the Health Cabinet to “contemplate” increasing the grace of free transit to three hours during the curfew hours for that way to avoid the long lines and crowds at the Santo Domingo Metro stations.

"By this means we suggest you consider raising the grace period to three hours for the transfer of people to their homes safely, as we are used to doing, this measure will benefit the same as other types of transport", expressed Santos Pérez in a statement addressed to the vice president and coordinator of the Health Cabinet, Raquel Peña, and the Minister of Public Health, Plutarco Arias.

This request is made after several inconveniences were reported in the different subway stations between 4 and 6 in the afternoon yesterday.

"Due to the events that have been occurring at the end of the working day with the mass transport of passengers back to their homes, we have noticed that many people have had difficulties to return home on time", added the director of the Opret .

The Metro operates from Monday to Friday from 6 in the morning to 6 in the afternoon.

The SOE's will likely continue until the government feels enough people are vaccinated. Whenever that might happen. Perhaps by the end of 2021.
Until there is a sense there is herd immunity, there will be no reason for the current motivations the government has for the SOE's to stop, so we will see SOE renewals and restrictions for the 45 day maximum until then.

There is no mention of businesses,bars and restaurants being allowed or not allowed to reopen,what's the deal with that??

Curfew will stay as it is now, a bit flexibility on getting home though...
The article says nothing about how long the extension of the curfew will be in effect. Here in Sosua, expect that local businesses (especially restaurants and bars) will continue to be shut down and that it will be business as usual on the beach.

Because the government is not stupid.
They know if they were to come out and
say "curfew will remain in place until we
roll out vaccination program(s) this May" , it would
not go over well with the general population.

I'm hearing from multiple sources the PN are
already tired of having to arrest (otherwise) law
abiding citizens and a statement like that may
very well be the straw that breaks the camel's back.

Instead, it may reinforce the government's resolve to continue the current hours.. If the police are being kept busy enforcing the curfew then it means the citizeins and residents are still not following the rules.

Wide spread voluntary observance of the rules may be what is needed o loosen the controls, not a vaccine

If people would just adjust... like being scanned at airports after 9/11....life would have a chance at normalcy

As far as I can tell, the curfew really doesn't start until the end of the grace period to transit home. My neighbors seem to be using this time as a free extension and not arriving home until the last possible moment, or later sometimes. If employees need more time to get home after work I can understand that, but generally it is being used as more time to gather and do things that should stop when the curfew begins. The curfew start times are pretty much meaningless. The curfew itself doesn't seem to be having the desired effect. New cases after the holidays are way up as expected.
