Things have moving a harmonious way between the Dominicans and Haitians here in Santiago in the center of town for long time. I think thIs government's decision is going to change that. Not thinking this one through all the way in my opinion. We'll find out next week. I also don't see how this will be enforced on tourist visiting the country either.

Santo Domingo.- The Dominican Government, through the Ministry of Public Health (MSP), ordered this Friday, through resolution 000048, a series of restrictive measures, after the announcement of the cessation of the state of emergency and the curfew due to the covid -19, protected by the General Health Law, 42.01


The cessation of the state of emergency is from next Monday, October 11, but the following measures will take effect from Monday, October 18, when citizens over 12 years of age must present an identity document and their vaccination card, digitally or physically, with at least two doses of the covid vaccine, to be able to access restaurants, bars, grocery stores, discotheques, sports centers, gyms, shops, shopping malls, casinos and any other entertainment center.

In addition, they must present their card to attend educational centers, whether public or private, of all levels. Also, to attend workplaces with closed spaces, and for collective use. Likewise, to be able to use any public transport system, be it urban or interurban.​

I have another question and I am not trying to be facetious.
Since you are clearly in favor of this government's new policy(s)
requiring everyone over the age of 12 to provide proof they've
had at least 2 shots or provide a negative PRC test taken within the
last seven days, do think this will be enforced for any and everyone
trying to enter establishments or do you think it will be selectively
enforced according to how you look, your nationality, the way you
are dressed, the language you are speaking.... ect?

I fully expect I will have white privilege, lol. Actually all the watchmen and clerks in town all know me, but I expect I will get asked as much as anyone and I will present them with my vaccination card, even though I think its overkill. It is just a tool to force vaccination on more people.

As I am still awaiting a response from Sky about
whether or not he thinks this will be selectively
enforced, I would like to add it was also mentioned in
the press today that last month we had 365,544
tourist arrivals. This month we don't know how
many people will be arriving but Sky has been nice
enough to make it crystal clear for the rest of us,
none of these 365,544 people who arrived were
required to show proof of vaccination or provide
a negative Covid test.

So if every Dominican/ Haitian needs to show a vaccine card
or a negative test after the 18th of this month, shouldn't the tourist
coming into the country through an airport like MIA International?
If not, why is that? after all, we are doing this to help stop the
spread and save lives, aren't we?

And if the tourist will are going to be held to the same standard/ scrutiny
as the locals, are they being notified when booking their hotel/ flight
reservations?

Well we are going to Colombia on the 20th and no Covid test is required if you are fully vaccinated.

This is a good indication that's not about the virus if the tourists aren't held to the same requirements. Someone from Canada is asking if when they come down for their vacation, un-vaccinated, will they be able to go the grocery, etc.

Cuba just pulling out of shit and requires vaccination certificates..right now on resort stays your safe ..off resort same rules as anybody..is it going to work probably not for now at all just big hassle.. eventually it won’t matter because you will need proof to enter country its inevitable ..they will bring digital QR code’s next yr..

They won't be able to get on an airplane to leave Canada.

I t won't, part of the issue with issuing these kind of laws/regulations. Too many loopholes.

What, if any impact do you think this will have on the amount
of tourist arriving in the country?
It's been my understanding the reason why we (the DR government)
never required proof of either of these documents at arrivals was so to
not inconvenience travelers.

I think these requirements are going to shock a lot of unsuspecting tourist
once they get to their destination and I also think once the news starts to
spread via online and platforms like FaceBook, that the tourism numbers they
were boasting about in the press today will see a significant decrease over the
next couple of months and this government will make the announcement that
(like so many other mandates during this pandemic)
it doesn't apply to resorts, hotels, restaurants, beaches or any other place a tourist
is going to spend money.

If I am a Dominican I would feel like a second class citizen in my own country
regardless of whether or not I was vaccinated.

The government primarily cares about the all-inclusive resort tourists. I expect the resorts will foot the bill for the required covid test, just like they are doing now. It might not end up being required for beaches, restaurants, or bars, but in that case, Dominicans won't need it for those places either.

Sometime in November, Biden is going to require Americans to have proof of vaccination or a covid test to board a plane, so that will take care of the problem for American non-AI tourists. I think a lot of European countries already require vaccination or a covid test to fly(?).

In fact, the plan for non-vaccinated Americans is to require a covid test to depart, one to enter, and another one after you get back. I think That will affect tourism here more that what the DR is doing
