According to the same General Directorate of Internal Taxes (DGII), the Vehicle Circulation Tax, also known as a Marbete, is an adhesive label (sticker) with a numerical sequence, used to control the payment of the tax for the right to circulate vehicles. engine. This tax is paid annually.

The DGII reported that there are a series of oppositions that prevent the renewal of the Marbete both on its website and in a brochure of the 2023-2024 Marbete.

Who cannot renew the Marbete

Individuals who have any of these oppositions will not be able to renew the tag:

  1. Opposition for theft or robbery.
  2. Administrative opposition due to transfer complaint (Release by Law 492-08).
  3. Administrative opposition for vehicle transfer notification.
  4. Administrative opposition for non-renewal of the tag in previous periods.
  5. Administrative oppositions placed at the request of the institution (DGII), except for those requested by the Collections Management.
  6. Administrative oppositions placed at the request of the Anti-Money Laundering Unit of the Attorney General's Office.
  7. Administrative oppositions for traffic accidents.
  8. Administrative oppositions by ordinance/judge ruling.
  9. Administrative oppositions due to legal process and maintenance law (14-92).

Important considerations

Oppositions filed against vehicles given as collateral (conditional sale, pledge without dispossession, or cessation of non-transferability) and administrative oppositions due to collection or death do not prevent the renewal of the tag.

The requirements used to file oppositions can be seen in the Catalog of motor vehicle procedures of the DGII.

I posted this before. It was quoted directly from JD's post. Read it along with the translation. Then look at what he posted and see if you can find ANYTHING related to needing a Cedula.
I that section? Nope. Virtually any transaction with the government requires identification. This could be the one place where it does not.

From the Govt.

Para realizar la renovación en cualquiera de las entidades disponibles, así como para la recepción de las órdenes realizadas vía web, es indispensable poseer la fotocopia de la matrícula del vehículo a renovar, actualizada, legible y en buen estado.

Translated to English.

To carry out the renewal in any of the available entities, as well as to receive orders placed via the web, it is essential to have a photocopy of the license plate of the vehicle to be renewed, updated, legible and in good condition.

No mention of a Cedula or anything else.................
We absolutely did not need a photocopy of our license plates when we renewed. All that screwing and unscrewing them just to make a copy of them?
That is just silly.

Yes I know that it is a bad translation from Spanish "matricula" to English "license plate", it means you need a copy of the registration document for the vehicle.
I have no doubt some reading that translation would make a photocopy of their actual license plate.

Fines of RD$1,000 for using express lanes without a device

RD-Vial divides the stations equally, despite the fact that the vast majority pay in cash
Tania Molina Tania Molina
Santo Domingo - Oct. 23, 2023 | 12:02 am

  • In just half an hour on a Wednesday morning, seven drivers traveling on the Duarte Highway were fined by agents from the General Directorate of Traffic and Land Transportation Safety (Digesett) for having used the exclusive lanes of the express pass without having installed the device through which the electronic payment of the toll is made.
One of those fined was Jeremía, a man of about 70 years old who was traveling from San Pedro de Macorís to Cibao and who, he stated, had not crossed the station for several months and did not know about the new rules.
After a few minutes, confused, in the middle of the street, he tried to explain his situation to the Digesett agent who, without hesitation, proceeded to give him the fine, alleging obstruction of traffic. Then he made space for the man to move towards the cash payment lanes, but not before demanding from the team of reporters that he was present that he could not talk to the drivers he was supervising.
A driver is inspected by a Digesett agent at the Duarte Highway toll ( FRANCISCO ARIAS )

    What you have to know

Receive the main news of the day in your email.
The imposition of the fine generates disagreements among drivers and, although they recognize Digesett's power to impose them, there are those who consider it unfair and arbitrary.
A driver who days before was fined for using the fast-track lane at the same station, showed the record that appears in the payment system, according to which, he was inspected for "parking in a prohibited place," and was told who must pay an amount of 1,000 pesos".
The driver, who prefers not to identify himself, described the measure as unfair, especially - he says - "because many times the fast-track systems do not work and they have to make the payment in cash, for which there is always a staff at the bus stations. payment".
Last July, Diario Libre echoed the complaints of several users who alleged that they could not find balances on the Paso Rápido card , after having paid for them, or that there were uses that they did not recognize.

Few lanes to pay in cash?

The Duarte Highway toll station has eight lanes in an east-west direction, divided equally between those for cash payment and those for fast passage or electronic payment, as provided by the RD-Vial Trust , which manages the stations nationwide.
The division of fours and fours may explain why vehicles accumulate in long lines for cash payment when fast-passing vehicles appear unoccupied most of the time.
The data that RD-Víal manages until mid-year indicates that the vast majority of toll collections are still made in cash.
"From January to June 2023, total collections from toll stations reached RD$3,290,056,914," the entity responded to a request made by Diario Libre last July. Current data was sought, but so far the request has not been answered.
According to the information provided, the use of cash to make payments at the stations had decreased by 11%, from 73% in January to 63% at the end of June, "increasing the use of the technological device by 7% more".
The same note indicates that for the same period, "transactions with the Fast Pass service on the network exceeded 9,674,694", which means less than 0.29% of the total collected.
7,005 Millions were collected by RD-Vial in the tolls it manages, during 2022.
RD-Vial manages twelve toll stations that are enabled to use the Quick Pass device . On the Sánchez, 6 de Noviembre highways, the Santo Domingo Beltway (with its Sections 1, 2 and 2B), the Duarte Highway, Las Américas, La Romana, Coral 1, Coral 2, the Santiago and Azua Beltway.
During a tour of the 6 de Noviembre and Las Américas tolls , an equitable distribution of lanes was observed at each station. The first with four, for each type of payment, and the second with seven.
Those who tried to cross through the unoccupied crossings without the electronic payment device were returned to the cash payment lane, but with the difference that at both stations there were no agents supervising them, at least that day, and the drivers were redirected without fines .

    It looks arbitrary

Mario Holguín, a specialist in transportation and road safety issues, believes the imposition of fines is arbitrary . "They should have made the necessary advertising and traffic signs. In addition, an education period must always be completed before applying the sanctions, he considered. However, he believes that the process of modernizing the collection with the use of the roads should not stop. .
"I have been to other more developed countries and what they have are two stations with several lanes, one next to the other, using different charging methods, according to the user's convenience," he points out.

    They defend legality

Asked about the fines , Digesett's legal consultant, Robert García, defends that they are covered by article 237 of Law 63-17, on Mobility, Land Transportation, Transit and Road Safety of the Dominican Republic. This article establishes the prohibited places to park or stop a vehicle.
It is also supported by a collaboration agreement signed between that organization and RD-Vial , "aimed at improving traffic and safety conditions on different roads."
Among the agreements, it is established, among other things, that the Digesett "agrees to collaborate in toll stations solely and exclusively with violations of obstruction and damage to public roads according to the framework of Law 63-17."
García defends what he considers clear signage that exists at tolls warning about the exclusive fast-track lanes .
Service Tulio Castaños Guzmán, executive director of the Institutionality and Justice Foundation (Finjus), recalls that Law 63-17 establishes, among other powers, that Intrant may design and adopt, in coordination with the Ministry of Public Works and Communications, the Digesett and the other competent authorities, the priorities and action plans for surveillance and control of traffic regulations and road safety.
It also considers that the agreement between RD-Vial and Digesett gives them the power to supervise vehicles that do not have fast passage and use exclusive lanes, incurring obstruction of said roads.
"To comply with the principles of urban mobility and accessibility, human development, road safety and social commitment, the lanes intended for these purposes are duly signposted and the requirements that must be completed in order to access their use are public knowledge," says Castaños Guzmán.

A messenger phoned me Sunday to make sure he knew where he was heading.
He told me he would be in our sector Tuesday morning.

At around 0730 he was out front.

Sooooo, one does need a cedula to get the marbete. You have to fill in name + cedula number, date and time, and a signature for them to hand over the marbete ( also a copy of the matricula ).

It doesn't need to be the cedula of the owner of the car, as long as you filled in the on-line thingy with the 2nd name.
You do need the cedula of the owner ( or a copy ) if you didn't add yourself to the on-line thingy form.

Now, he doesn't actually ask to check the cedula number, or see the cedula, so I guess you could bluff it.

Indeed. Just because they don't ask, doesn't mean it isn't a requirement. Thanks malko!

Again, with the cedula/no cedula issue. Not sure why it is so hard to understand that not everyone's experience is the same. And for those who live in the DR this should be no surprise.
