Codia: Dominican engineers can do the work

Dominican Association of Engineers, Surveyors and Architects (Codia) protests that the government has plans to hire international engineers to assess the vulnerability of public works that are more than 15 years old.

Following the collapse of the wall at the overpass on 27 de Febrero Avenue with Máximo Gómez last Saturday, members of the Dominican College of Engineers, Architects and Surveyors (Codia) rejected the announcement on Tuesday, 21 November 2023 that the government would entrust the assessment of tunnels, overpasses and underpasses to international consultants.

“What we do not understand as Dominican engineers and with almost 50 years of professional practice, is that the President is talking about hiring and consulting international engineers if we have here technicians to evaluate that entire circuit,” said engineer Nelson Núñez.

Well there some bridges built by Trujillo that are still good.
I would say most of the bridges/buildings built in Trujillo's time were done with quality in mind. Thank God the National Palace was built then (although I'm sure people would like the thing to collapse when there is a very corrupt president.)

But lets not push it. Most metal bridges in the DR were built by Trujillo and while most still exist, remember that the Cangrejo Bridge was alwo built by him and look what happen. With not enough maintenance (if any), even the best bridge will eventually collapse. In fact, there was a time, Inthink Hipólito Mejía was president, that the Duarte Bridge in the Capital was on the verge of collapsing. An exhsustive msintenance including chsnging the cables was done to avert that.

I think it was in one of Leonel Fernández's government (maybe Danilo Medina was president) that one of the overpasses that connects Churchill with Kennedy in SD started to tilt like it was the Tower of Pisa of the Caribbean. An emergency msintenance was done to stop it from tilting more and eventually collapsing. The thing is this, those overpasses were built in one of Leonel Fernández's terms.

The Ponton Bridge that collapsed in the Duarte Highway in La Vega was original to the highway (before then the Duarte Highway passed through town.) I think that was built by Dr Joaquín Balaguer in the middle 1990's. The engineers that inspected the bridge a few days before it collapsed (they knew it will and that is the reason they closed it to traffic) noticed that there were many crazy things done to the bridge by previous engineers.

"With not enough maintenance (if any}" is the key phrase. Maintenance is a dirty word. All the public employees have a rarely used ethical obligation to guard the well-being of the public. This simply means if they observe something awry, even if is not in their sector, they should take a simple action to advise proper authorities. However, it is nothing ever addressed as a role in government employment. "Not my job"!
