Apparently, the $42.7 million that the US government was going to send NGO’s in the DR that work with migrants (most are Haitians) has been canceled by Trump. This money was approved by the previous US President Joe Biden.

I would also wait for a credible news source if that’s even possible. Chala and NALs ? I can’t imagine how we’ve arrived at this point.
The possibility of cancelling such funds by a POTUS will almost certainly need court battles to be fought to resolve.
In theory a POTUS has no ability to cancel such funds, but do recall that Trump did help seat many of the Supremes.
It could be nothing more than a delay in funding.

He froze a lot of foreign aid, and now it seems that freeze has been paused. I didn't find an article specifically mentioning the aid to the DR, but that certainly doesn't mean that aid was not a part of the freeze. It's a fluid situation, no pun intended.
DR NGOs is a political correct way of saying " bribe DR politicians so that less Haitians are sent our way ", me thinks.

Pretty sure NGO funds can not ne used to fund Military.
The DR has a Navy (not Coast Guard) - and has very few assets.
Last time I read of an interdiction for rescue that involved a DR ship was when the US Coast Guard notified DR of a migrant vessel with 33 people taking on water near Macao, Dominican Republic, and the DR dispatched it's ship the Capella to assist but the Dominican ship which did not have sufficient life jackets to distribute so the US Coast guard gave out life vests to the migrants and took them all aboard the US Coast Guard cutter Dependable and returned them to DR

The US Coast Guard out of Puerto Rico does most of the patrolling of the waters between DR & PR, by ship, fixed wing and rotary craft as well as tethered over-watch balloons on the West Coast of PR
It does affect any new spending which is froze and hopefully NGO spending will cease

I would ask what exactly is the " Consideration" from the Other Side ? Other than them getting a Free Handout and saying thank you, what exactly are they doing for us ? I dont think the rules even apply in such cases .
