The Dominican government is collaborating with the US Embassy for the repatriation of the corpse of US citizen Ellen Frances Hulett who died when detained by Migration authorities. The Tourism Police had taken the woman into custody on 22 June 2025 in Sabana de la Mar, eastern Hato Mayor province, after she showed signs of mental distress.

A press release from the Migration Agency explains the local authorities are collaborating with the US Embassy and the mother of the deceased woman.

Hulett would pass away on 23 June while under institutional supervision and receiving medical care, rthe Migration Agency reported in its press release on the case.

Dual identity and circumstances surround the loss of a young foreign woman in Haina.


Santo Domingo.- The young foreign woman found dead at the Haina Vacation Center used two different names: Ezri Haijune and Ellen France Hullet . According to confirmed reports, both identities were used at different times, causing confusion about her profile and legal status in the country.
According to attorney Carlos Sánchez, who handled the case, the person presented himself to him under the name Ezri Haijune. That identity, a male , was used during the legal proceedings before the Second Chamber of the Criminal Court of the First Instance of San Cristóbal. In that context, it was under the name Ezri that his court file was documented.

Meanwhile, the General Directorate of Migration released a second identity, Ellen France Hullet, one day after reporting her disappearance while in state custody. This agency provided that name as an official record.

Attorney Sánchez also explained that the young woman had an intersex condition. Although she identified as male, she had feminine physical features, which complicated her placement in the detention center, where she was assigned to a section alongside males.
Last Wednesday, activists from the Human Rights Commission were informed that they contradicted the report from the General Directorate of Migration, which stated that they had provided medical assistance to the person, stating that he had been abused…
A key hearing in the case was scheduled for this Thursday, where medical tests were to be presented, which reportedly confirmed his physical condition. These documents were to be forwarded by the General Directorate of Immigration to the appropriate court as part of the detained person's file.
Furthermore, during the investigation, letters written by the young woman were found that offered clues about her emotional state. The texts read: "I'm allergic to the United States, I don't want to return to the United States," "Thinking about the United States makes me feel sick," "I have an ICE alert," "I was born in Asia," "The names on my documents are fake," and "If you want to know about me, ask the Korean and Pakistani governments."

The young woman in question is also believed to have suffered from a complex medical condition that included severe autism, asthma , and severe allergies, according to documents written by her.
In one of the last audiovisual recordings, Ezri or Ellen is seen alive. According to estimates, she was between 18 and 22 years old at the time of her loss. The official cause of death has not yet been released, but the results of an autopsy are pending.

It should be noted that the body showed no signs of violence. It remains under analysis by the National Institute of Forensic Sciences, pending the clarification of all elements related to the case.

I read the post by DGM and it was very 'we did everything right' and I was not sure if this was standard or if they were trying to absolve themselves of whatever happened in their custody and then this. I hope there is an investigation and whoever found culpable is punished

The responsibility falls directly on the people who provided this disturbed individual with gender affirming care
rather than the psychiatric care he so desperately needed... and judging from his writings, I dare say he should
not have been traveling anywhere on his own.

Like many foreign governments, I think they are petrified of upsetting the US at the moment.

Ellen Frances Hulett ’s mother , also known as Ezri Hajiune , has confirmed that her daughter was facing mental health issues and was missing for four months before leaving custody at the Haina Vacation Detention Center in the Dominican Republic. Diane Frances Meyer , Ellen’s mother, reached out to De Último Minuto after learning the news from the English-language outlet.
In an exclusive statement, the mother said: “ Ellen was a sweet and gentle soul with a calm nature. I just want her to come home so I can put her to rest and find peace.”

According to Diane Meyer, the family had been unaware of Ellen's whereabouts for several months, and it was through this media outlet's coverage that they learned she was in the Dominican Republic. She indicated that her daughter had been diagnosed with a mental disorder years earlier. Despite this, she maintains that she was always a calm and affectionate person.

The mother requests a transparent investigation to determine the exact circumstances surrounding her daughter's death. She also requests to know the conditions Ellen was under during her time at the Haina detention center, as well as why her family and consular authorities in her country were not notified in advance.

To date, neither the Dominican authorities nor the U.S. Embassy have submitted a comprehensive report clarifying the situation nor provided details about the causes of Ellen Frances Hulett's loss.
Diane Meyer reiterated in her conversation with De Último Minuto that she hadn't heard from her daughter for four months. She was living in a permanent residence for patients with mental illness in Puerto Rico. The family was officially notified of the loss through the U.S. Embassy in the Dominican Republic and learned more details later through the outlet's English-language coverage.

On the other hand, a social worker who treated Ellen in Puerto Rico told De Último Minuto that the young woman was receiving treatment for schizophrenia under the Jóvenes Seguros del Norte program, part of the Department of Mental Health and Addiction Services Administration (AMSCA). The social worker also confirmed that Ellen had been reported missing and added: "We didn't even know she had a passport."

And what about the 15 Haitians who raped her repeatedly for God knows how long? No one mentions them or any punishment they’re receiving. It’s mind boggling to imagine what she endured.

And the so-called guards who had to know this was happening, they go on their merry way without any reprisals?

Or why she acted like she didn't understand English. Who does the number (849 574 8994) belong to?
Is this woman her biological mother?
So many questions.

Haitians accused of similar crimes in the past have their faces plastered all over the news.
