Talk about mixing apples and oranges, you win the prize. The young folks in the video were not born in the US.
How can you be so sure that the ones begging on our streets are not haitian born?

Judging by the news reports that have been written through the years, in all likelihood the vast majority of the Haitian kids begging in Dominican streets were bought and kidnapped in Haiti and later sold to gangs in the DR that force these kids to beg. If there is something to feel sick about, its not the Dominican authorities deporting these kids, but rather how criminal gangs are carrying out this lucrative and inhuman business. Almost every Haitian kid you see in Dominican streets probably has been psychologically abused by the gang that brought them there, separating them from their families and everything they have ever known.
Whatever money is given to these kids will most likely end up in the coffers of criminal gangs.
