As Cobra said, the best (paying) jobs in the DR belong to those that either operate their own biz or are introduced to them via a well connected party within the biz itself.
By "best" I mean that are jobs were work qualifications don't necessarily go hand in hand with what you make, but how easy you get your cheque.
There a tons of good paid jobs in the DR, just not the run in the mill that many paradise seeking foreigners think they'll find in the DR...
To give you just one example: One of my nephews working in the DR (Santo Domingo), works as an assistant to a private bank's top executive. For his job he makes some US$3,600 a month in wages, without the added benefits like health insurance, paid vacations, gas allowances, car, bonuses, etc...
His qualifications? Just a degree in BA and being able to handled Spanish, English and French as good as each could be his native language. No prior BA experience or a DR job when he got that one.
I know plenty of middle class people with salaries beyond that and on that level as well in Santiago alone!
In the DR you get what you pay for! If you really think companies like Leon Jimenez and other private employers pay the state enforced wage levels, you are making a serious mistake!
