    I actually think it is their goal. Make it ugly, make people not want to go. Starve the businesses out. They know it will be many years until anything is built. Time is on their side.

    Yes. I concur. The plazas being successful are not even a concern to them They would rather they fail, they are built to fail. Their goal was to get everything off the beach proper with as little access as possible legally and to make it undesirable for visitors.
