This is my former next door neighbor. I think there is more to the story than what is written in the article. Based on what I know, I would bet that this goes back to the Encuentro Beach land controversy that took place several years ago.

Life experience has taught me that for any group of 10 people (any nationality) 4 will rob you blind at every opportunity, 4 will take advantage of you if they feel they can get away with it, leaving just 20% whose first inclination is to be honest and genuine. Trustworthiness is a personal quality that must be earned by way of repeated verification.

It's a sad commentary on humanity as a whole but history suggests that most people are selfish gits devoid of empathy and borderline sociopaths. The only difference between Dominicans and foreigners appears to be in the scale and complexity of their deceptions.

Udo Jansen and DOMINICANS V?ctor Castillo Vilorio, Cecilia Garc?a Hern?ndez and Maira Altagracia Pelegr?n de Poloney, with lawyer ?ngel Lockward.

So this was a bi-national team effort, not just one German.

with a name like Pelegrin de Poloney, you know she comes from an upper crust table...

"H?te Dich vor Sturm und Wind und Deutschen, die im Ausland sind!"

Env?an a juicio de fondo a supuestos falsificadores que se hac?an pasar como empresarios e inversionistas - Puerto Plata Digital
the german was running a band of fraudsters in cabarete regarding purchase and sale of the land.

It seems that this has been ongoing for some time:
Empresarios Sosua acusados tomar de terrenos ajeno | periodicoelfaro.com.do

If one googles the name, this comes up:
Udo Jansen, RE/MAX IN PARADISE, Cabarete, Puerto Plata, Caribbean/Central America, RE/MAX Global - Real Estate Including Residential and Commercial Real Estate | RE/MAX, LLC.
Udo Jansen | sunsetdream consulting – Investing, Real Estate & Legal Consulting

There is an old German saying:
"H?te Dich vor Sturm und Wind und Deutschen, die im Ausland sind!"
(Beware of storms and (high) winds and Germans who are in foreign countries!")

IMO, you can enter any nationality to the phrase and it would still be valid.
I'd say about 40% of all expatriates had good (or rather bad) reasons for leaving their home country.
