We face a huge problem in the DR! We have to de-program decades of free-loading and tax evasion, gun permit abuses, liquor while driving (the only place to have your car detailed while you get stoned drunk to later drive your shiny car around), Kamikazes on two wheels (and one too), wrecks rolling in the streets without ever paying attention to transit rules, my vehicle is larger than yours so it's my way or the morgue for you, etc...

You have to understand that the gov can fix the problem overnight but face not being a gov the next morning or worst... Be made an example of the popular discontent and burned alive on the 12:00 noon news...

Just as the LPG Gas bottle is being taken slowly but surely away, so will too Gasoline, Electricity and other "inherited" rights from the "Dominican" entity...

We have millions of Haitians in the country b/c men in the DR "inherit" a street corner, a dominoes set and table, a portable radio and the right to go dancing each weekend without having to work a 9 to 5 job...

Enough said!

A good and valid point Picardo. The question of personal responsiblity, and what it takes to make it an integral part of the DR culture. A popular and positive value-system is a difficult concept to manage, and more difficult to create. It can only be established over time, and through a conscious effort by a country's leaders.

And I am afraid that is the sticking point. Leaders have to demonstrate their ability to walk the walk, as they talk the talk. In other words, they have to lead by example, and, as things stand now, there is precious little of that in the DR.

It can take generations to make these kinds of changes! It will not be fast but it does need to happen and it has to start somewhere.

It takes leaders with courage and political will to make it happen! AND it takes encouragement from other countries and from foreigners who live here..... IMHO.

Just out of interest - which is the department or government minister that has responsibility for electricity?

I first went to the D.R. on business in 1982, moved there in 1986 and worked there until December 2002. In 1982, there was serious problems with black outs and electricity. I left in December of 2002 because I was being billed $1,000 U.S. a month for electricity in my home, plus spending about RD $500 a day for diesel fuel for my generator, needed when there was no electricity. The problem in 1982 was caused mostly by people stealing electricity from the grid and the problem in 2002 was the same thing. The problem is not the government not paying the generating companies, it is the CDE not being able to collect from the citizens for the electricity used or stolen, therefore they can not pay the generating companies.

People will pay electricity if they have electricity at least if the Gov. get a deal with low income families to pay little better than nothing, use some of the airport taxes to finance electricity or local taxes to cover energy bill.

If at least they have the service they will pay for it. They should see the Town of Beron on the way to Punta Cana. Even the getto business have electricity and pay for it. Yes is a private company as well the rest of the contry has too, different yes. but they can see their examples.

I dont blame the citizen of not paying their electricity bill but not one would pay for a service you dont get.

hi Homer,
don't get confused with Veron and ghettos,
Veron is not a poor man's world and the whole area including Veron is on 24/7 CEPM electrical power. expensive but reliable.
who does not pay his bill is disconnected right away and has to pay a extra fee for the reconnection.
people are used to it and it works since a very long time just fine.
use airport taxes to pay the gubmin's missmanagement in case of financings??
just stop any more wastes of money on the metro and there will be a chance to pay the missing electricity.
but without a Metro the corrupts would sure find an other way to get the $$.

Most of the power generators are private companies but there electricity gets retailed by government owned companies.
People pay for their power to the government but the government does not pay the generators.
The difference in the Bavaro Punta Cana area is that the consumers pay for the power right at the power plant. NO GOVERNMENT IN BETWEEN, NO MONEY DETOURED, NO BLACKOUTS!!!

Not true, if you would have read the original post in this thread and / or followed the news, you would have learned that the government even admits that they owe the money to the generators.

exactly the point,
as long as the cut offs are done by areas including paying customers instead of disconnecting just the ones who don't pay, that will not get solved.
and of course the by the gubmin coolected money for the use of elec power has to go on the bill for elec power, not for a Metro or new jeepeta or such.

Santiago de Los 30 Caballeros
Santo Domingo.? Dominican authorities will pass a water bill to allow for the concession of water services and the handing over of water utilities to private firms to administer finances and operate them.

News line on DominicanToday.com

As I said before here in DR1...

The DR will pass the billing to private services and get the services PAID from the deadbeats... Enough of the freebies...

Same with the electrical service... No more freebies...

At first a set tier for rates will be set up and sectors will get the same BonoGas treatment. As time elapses the rates and Bonocards will be phased out, slowly but surely...

The plan is a 72 months schedule... At the last month, less than 0.2 % would be at any given preferential/subsidy rate...

Consumers will get what the pay for and will be able to get the services 24/7...

Within the next year many plans already agreed upon will be rolled out in the DR.
Clean up of our rivers, parks, green areas will be pushed even to greater heights...

Just to let you know here on DR1:

Within 24 months the electricity service problem in the DR will be put under control and on a final countdown to 1st world reliability and redundancy...

The Gov has also envisioned a tiered program to have students from the DR to be sent to accredited schools overseas to receive their education on nuclear related subjects. That with the aim to achieve a well educated staff for a possible (more likely than not) Nuclear power plant via Mitsubishi Heavy Industries of Japan for the DR. We'll not only produce safe/cheap energy for the country but also for the Caribbean as well...

If you think that's dreaming, wait and see for the next year batch of students being sent to the US and other countries to study nuclear related fields...

Gun permits in the DR will still be provided; only thing that will change will be the guns themselves. For every crime committed in the country, at least 50% of the weapons are either stolen or taken away with violence from their licensed carriers... The aim is to make the weapons useless after they leave the safety of their licensed owners.

With DNA databanks of criminals, all gun's profiling, biometric identities, HDTV, HD Radio, Advanced Telecommunication services, privatization and sub-licensing of public services, a consumer watchdog agency with teeth, a true Department of Environmental Protection, a soon to be reformed Police dept with modernized systems, a soon to roll out Education system for the children, highschool and college students, etc...

Many things that will start rolling out to improve the quality and safety of our countrymen... They may not start with a big sonic boom like well to do countries, but we'll roll them out at our pace within our capabilities and budget...

Rome wasn't built in a few years; neither have any of the most developed nations around the world... The DR is only starting to bloom and if you think line 1 of the SD Metro gave you a headache b/c of the funds it's taking, I can't imagine how will the ICU in the Hospital deal with you people when you get to see (in a couple of years) the grand scale Metro service for the DR (yes! You read the DR and not SD city)...

International Airports in every province and city of the country (underway). Ferry service between several countries and ours three times a week (underway). The DR becoming a hub for transatlantic and regional airliners (underway).

Dreaming? LOL!!!! More like is happening NOW and you don't even know jack about it! LOL!!!!

If a rose bloomed instantly, the spectator would see the birth from bud to Rose and awe at the beauty. But, just like the bud our country will take the time to prepare the delicate petals and just the right ripen colors to bloom when it's ready and not a second before or after...

There are many things you don't see or hear going on in the DR, but rest assured that they're happening and quite well too...

now that post is the biggest BS i read on any bord in years.
Rome???
heck, what is Rome??
it fell for it's arrogance to see the reality,
like you don't see it neither.
what countrywide Metro you are talking about??
the s-heads and thieves did not even get a city line running,
how should they do something bigger??
international airports for every province??
who the heck needs them and for what ya need such??
this country is very well and tied connected between the different areas in case of airports. they are by far not capable to maintain simple public roads in an acceptable condition, how you would expect the same corrupt gubmin administration could manage more airports or such?
your educational revolution???
again????
don't start again to post your fabulous 'campo-laptop-revolution',
we're still laughing about your former 'contributions' about that.
you make the weapons useless when taken away from the licensed owner??
i wonder why other countries do not use your 'great intelligent' ideas.
if such a system would exist there would be no more need for gun permissions/guns in hands of private people, because you could graduate that system that way that only police firearms work, ha ha ha, what a joke.
the electricity prob of the country solved within 24 months???
what a dreamer so far away from reality.
this country will in many years still pay for the Metro and the debits of todays electricity and the jeepetas coming in for this 'reyes', where you want to get that needed money from within a few years to resolve such??
a good sunday morning laugh,
Mike

I absolutely agree with Mike. The DR is years behind the technology and hundreds of years behind mentally to achieve those goals.
Just keep dreaming!

It’s a good thing that time waits for no one! As you are here in the DR you'll soon witness with your eyes those events unfolding month after month...

Just now, the last studies were conducted to lay down a fiber optic submarine cable all around the coast of the DR from tip to tip, to link all the areas to the new tech center of the country and the Nap of the Caribbean...

HDTV is currently within months of being mandatory for all local TV transmissions, as a spec was already picked for our country by a hired expert panel to Indotel...

Codetel, Orange and other telecommunications companies in the country have received special concessions to invest into the local systems to triple the capacity of the already taxed system as new regions are provided coverage as expected.

The Electrical distribution grid is undergoing a full scale study by an EU hired consultant to advise the gov on the most important and urgent needs in the system. Once the report is completed the gov will open bids to local and international companies to buy-in to a new developed/tiered collection system to be deployed later on the 2009 year...

As I said, the electrical problem will be put under control = a viable progressive plan to end the lack of services for the country...

The DR will perhaps become the first and only non car manufacturer/buyer that only allows the import and sales of Hybrid and fully electrical cars and bans the sale/import of sole combustion engines...

We need to address Ethanol, Bio-Diesel and other renewable sources of energy within a period of 24 months, which is when the new policy will be rolled out.

The training of the faculty for our soon to evolve Education system is underway and progressing as planned.

Guns as they are today will be strictly accounted for as to have full inventory when the country moves into adopting the new "Smart" guns policy for all. We're creating a system to track and inventory all gun owned by private citizens as well as all institutions of the gov. With the help of the FBI and Scotland Yard a central computerized system will aid in tracing non-registered and out of the loop guns found in the DR to their sources as much as possible. We need to identify the sources of the illegal weapons in order to implement better controls and interdiction in the country.

The new ID to be rolled out later on 2009, will aid the prosecution of money launderings and other crimes perpetuated against the gov institutions. That includes illicit enrichment of Gov employees and high ranking officials in their gov posts.

A new system to weed out the bad apples from the Police and law enforcement agencies is being prepared, via which any shake downs or pay outs to the officers will be detected and monitored via undercover "stings" on a daily basis...

We're not a rich country, a developed nation if you will... But one thing very certain to us is that we can avoid the same mistakes of the already developed "titans" in our present world to achieve a better society and results within our capabilities.

Changes are taking place underneath what you can see or read in the first page headlines, but even all the small changes here and there are part of a grand plan that will come to be seen as it becomes normal in our everyday living in the country.

If you take a census of how many airports were there to being with in the country less than 10 years back and now, how many new major roads are in existent today compared to some few years ago, how many remote regions have been laid with new water and sewage networks, how many new computer centers have been set up all around the country in places you never even heard of unlike before, you'll understand the many changes that already TOOK place and you didn't even KNOW jack about them!

You can mock us all you want in your self appointed superiority, but if one thing is clear is that we're not the ones with the big mess in our hands, us being uneducated and small fries on top of that...

Each single month the world invites the little voice from the DR to talk to them about the little country that could, even on the worst financial chaos the world has ever seen, still push forward on so many projects that continue to bring about even better outlooks to our financial standing long term.

The DR is addressing the needs to free itself from foreign energy imports, creating a viable mass transportation system for the citizens and foreign air travel as well, becoming an important hub of commerce in our region and possible Hemisphere, setting the basic infrastructures to move services away from the hands of the gov to private institutions capable of addressing changing conditions real time without the red tape in public institutions, so many things...

You call the SD Metro a hole in the ground, a waste of money, yet this same Line One of the soon to branch out system for the entire nation, will be the most important step ever taken by a country of the size of our economy and potential to be copied by untold number of other nations shy of taking so massive projects under their wings to address congestion and reliance on external energy sources that eat away at their GDP like ravaging packs of wolves...

While bigger and all powerful nations have the money but not the will to adopt strict reforms to their way of living, the DR lacks the funds but not the will to get lenders to loan us the money and take on the challenges which affronts our future generations for decades to come.

What do you know about changes in the DR? Nothing!
You come from developed countries where everything is handed over to you the client for a fee. Here in the DR those things are luxuries that we have learned to accept and as they become ever more redundant and commonly found around, even in the campos, we see those improvements with the naked eyes. The foreigner only can see what he lacks immediately but not what we have lacked since we were born Dominicans...

A country with a poor electrical service you say! How about a country that rightly so shouldn't even have a 200 kilowatts emergency generator it paid for on the first place!
Electricity was introduce to much of the country to the national territory during the Trujillo's regimen in order to develop the country to those same standards he observed all around the developed nations he visited them. People didn't pay a dime for the services in or around the city, for a long time. The bill started to flow much later in the Capital and well to do areas of Santiago only...

The Electrical services in the DR are in fact better than expected given how they were funded, upgraded and continued to be paid for.

Water?!? LOL!!! If you didn't have a Cisterna, water was the thing that never made it out the public pipes, save for some spots...

You don't know jack about the DR and it shows by the mountains of ignorant remarks made about the lack of services hereto...

A country where 70% of the people don't pay their share of the electrical and water bill, their share of taxes and you tell me the gov is BS compared to yours back home! The guts!!! If anything the DR's gov is the Papi and Mami of most Dominicans since they opened their eyes to this world!!!

You complaint about the cost of living in the DR and this other services, etc... Yet WE Dominicans pay the same bills you must pay if we want the hair cut, the cut of Steak, the pound or rice, the ripe Avocado and the same services private clinics offer you! And we don't have a US or EU account overseas to pay for it!

Yes indeed! The DR will do these things and much more your stagnant developed super powers are now unable to do even if they wanted...

What a miracle little country we have here!

Funny! It was a DOMINICAN MATHEMATICIAN that was able to come up with the right specs to set the heat protecting tiles to the under belly of the space shuttle in order for it to fly as many times as it has until now!!!

He was hired into NASA as soon as his personal data was sent by his professor in the US (as he attended his college classes there) to them when a request for qualified people was made to their university...

But again! A Dominican Astronaut?!? Anything is possible my friends, even in the land of the Presidente Ceniza!!!

Will I see it in my time? I doubt and don't want it to happen anyways during my existence, as the joy will kill me in the act!!!

LOL!!

Ethanol business is failing worldwide. Beside the non-efficiency it's f@#$&g up economies badly. Just do a research on ethanol a bit more.
What are you going to do with the poor guy in the barrio who rides a 30 years old motorcycle because that is all he can afford. You try to sell him a US$ 10,000 hybrid bike???? His house worth less!!
Same deal with biometric smart guns. The legal guns are almost unaffordable even to gringos, How do you want to sell a US$ 7-10,000 pistol to dominicans??? Also, for the experts it would take about 30 minutes to get rid of the "smart trigger" system.
But maybe you right. Since alarm systems there is no car theft and burglary.
With stupid gun laws you just make harder to an honest citizen to defend him/herself meanwhile bad guys always have guns.
I've had enough of the "change" of crooked governments.

exactly my thinking, too, Hun.
and btw,
will the black/illegal market stop to exist because legally you can only purchase smart guns???
the opposite,
it will flourish and the bad guys anyways never use legal guns,
like they are not disarmed now dec1st-jan1st while we citizens are disarmed by a stupid x-mas law of a president who urgently needs new people around him to get some serious ideas about 'how to fix problems'.
the whole world tries to stop illegal guns since ever, do you know about any country on the planet where no illegal guns exist??
the today's cars are here in the country for well known reasons much more expensive than in other countries, so the much more expensive hybrid cars would be uneffordable for the very biggest crowd of dominican citizens. so in what vehicle the butchers would deliver the meat twice a week to our pueblos, on what vehicle the guys would deliver the fruits, in what vehicle they would deliver the juices and breakfasts and snacks to the construction workers aso in the monring??
such is actually done on the eldest present pickups and on 125 yamaha bikes. none of them could even efford a newer simple today's car/bike, so a hybrid bike or car??? do you want to send them back on the Burros to deliver there merchandise to their clients/pueblos??
thanks again for a nice morning laugh
Mike
