As of 1 November 2020, Air Transat has included five Dominican destinations in its flights this winter. The airline resumed operations on 23 July and plans to operate, at the height of the winter season, flights to more than 40 destinations in the Caribbean, Mexico, Central and South America, the United States, Europe and Canada.

“Even though the COVID-19 pandemic has disrupted the entire tourism industry, the desire to go abroad for a change of scenery and for discoveries is still very much alive in travelers,” says Annick Guérard, chief operating officer of Transat.

The company announces direct flights from Montreal, Toronto and Quebec City to the Dominican Republic. The breakdown is:

I just can't see regular Canadians travelling for a short 2 weeks when you have to quarantine for 14 days upon return. I don't see it until the quarantine order is lifted or people ignore what is required.
(Only my opinion)
Exactly, Canadian would already be travelling to the DR if it wasn't for the 14 day quarantine.

We had hoped to go at Christmas. I have 2 weeks off. My work announced they will not be approving any time off for out of country travel. We cannot go because I would need at least a week more for quarantine.

Exactly?

Considering that we are in August, I doubt that many would.
Likely owners of properties in the DR, not AI tourists.
Other than that Canadiens are enjoying Summer in Canada.

Regardless of any government regulations,
Individual tourists are going to use their own intelligence to determine their comfort zone.
This will include level of CV19 in their home countries and the destination.

People will also consider increased risk exposure in the plane and in the Airports of YYZ and YUL.
Longer trips from the West coast or Prairies, will also add discomfort with transfers.

Some Canadians will travel to the DR, many will not.
A study of cruise ship travellers indicated that 70% will not cruise, of the remaining 30% a small percentage was certain that they would cruise.
DR cruise arrivals will also remain way down.

Punta Cana AI resorts are scheduled from Canada for the end of the year by various Canadian tour operators.

Many I know will not even go camping or leave the province.....no one I know is talking about going anywhere this winter.

I took my first trip into to Quebec to my brother's cottage last week and I live 5 miles from the border. I don't plan on any trips to the DR until winter 2021earliest.

Every ferry over to Vancouver Island is packed o the gunnels with tourists looking to escape for a few days. An American that was supposed to be heading to Alaska got got and was told to head straight to Alaska. He was caught the following day going up the gondola in Banff, fined a huge amount of money and escorted to the border.
