OP here, thanks for all the great and thought provoking responses. If I could sign these documents myself I would provide whatever information is required since the DR representative is providing the same. I worked in Bolivia for 3 years and saw that it was best to always comply with the host country norms in these matters.

As for the other issues that were raised- the competency of the DR groups we work with is high and once we build and install the stations, we have no doubt that these in country people will be able to operate and maintain them. They are robust solar powered sites and typically need very few repairs. This is a really great opportunity for Caribbean nations to acquire some state of the art hardware. I wish we could provide a radar! I was there for Irene with the ONAMET folks and they were really frustrated by the lack of radar.
