I would never swim at the mouth of a Dominican river... You know what's in that "fresh" water?
As for the rain causing the issues, it is storms that cause the wave activity through the action of the wind. That together with the profile of the shore line can cause dangerous currents without the need of any river being nearby.
Evaporation or water in it's gaseous state. Salt does not evaporate, so is left behind, that's how we get large salt beds etc.
More like getting hit in the face with untreated sewage , both farm and human.
Well, if you do that in the Ozama no doubt. In the campo there are many beauties, Salto de los Patos in Barahona comes to mind.
