He is in Santo Domingo and will be visiting the bank this week. I asked him to inquire about this. This is something I have never heard before, and we have had this account for a while. Certain administrative and clerical services are outsourced, especially in the case of BP USI look at it this way...my bank statement from my US bank does not come from "my bank" address but yet all the phone numbers are for my bank. Again, maybe the cards are printed in Panama, the statement is generated in Panama, but it is still a Dominican bank. Interesting info though.
If you read in the bottom of the statement, in case of any reclamaciones you need to contact Banco Popular Dominicano, but if you disagree with the resolution, you have to contact Superintendencia de Bancos de Panama. These cards are issued by Panamanian bank under Panamanian laws. This is how it works. The cards issued by Banco Popular Dominicano have just one word Popular in a logo. All their cards issued here in DR are in Pesos or doble facturacion en pesos y dolares.If you do not pay the card, your problems resulting from non-payment will be in the Dominican Republic, not Panama. So, the card being the property of Panama IMO means very little.
