When my first two-year stint of permanent residency expired in 2013, I immediately renewed cedula and residency, which was required to apply for citizenship. The renewed cedula and residency permit had a validity of four years (expiring 2017). So for me this was not an issue. I don't know what would have happened if my cedula and residency had expired while waiting for the background checks to be completed.
