I don't think the guy's comment is necessary, (saying malditos haitianos), these window cleaners can be quite insistent which is annoying. However, arming themselves and blatantly showing his knife like that is quite scary and police should be intervening. There is an DIGESETT (AMET) office right next to him but he probably wouldn't do anything about it or report it to the police nacional.

There are always quite a few DIGESETT agents there. It's a very active foot and vehicular traffic area.

I hope the plan to tunnel under it (or an overpass above it) happens soon.

The guy is a **** for coming to 'work' with a knife and the authorities should arrest him, get him off the streets and even deport him and if his friends are armed too then they should receive the same treatment. But the comment the guy made just spreads unnecessary hatred.

I think they didn't take out the knives where the AMET could see them. There is an advertisement thing between them and the AMET and they put away the knives when they walked away which would be within view of the AMET.

As for how he referred to the Haitians, it's somewhat common for even mothers to refer to their kids in what may appear as not a nice way, especially when the kid(s) did something that made her angry or surprised for the wrong reason. I wouldn't put much value to that. It's like corporate punishment, more widespread in the DR than anyone would think. It was obvious the guy was surprised to see them with knives. They are probably not the only ones, just the few that got caught.

Wow this is what it has come down to bringing a to knife to wash windows off with their heads dump the bodies in the ocean

The down side is if you park in the same area/ block on a regular basis, you risk having your mirrors stolen/ broken, doors scratched and in some cases tires flattened if you never give them any money. Not speaking from personal experience but I've heard plenty of stories from folks who live here.
