I'm sure it's not the bank, it's an employee of the bank.

The bank has to investigate this really carefully or it will be like pulling a finger out of the dike.

Dominican Banks are allowed to Steal your Money. Their Interest rates and fees are protected by Dominican Law and Banking Regulations.
NO NEED TO STEAL YOUR MONEY IN A ILLEGAL WAY

Not to say it couldn't/ doesn't happen but I been banking with them since 2014, no problem. Maybe I've just been lucky.
If you don't have any transactions in a set time they will take $10 per month from a US Dollar account.....................

Same for Bank Popular and in a pesos account you need a minimum balance of 3000 dop or the charge you 100 dop per month.
For people that are away for 6 months or more there is an easy work around, you just have to transfer online $ or DOP from 1 account to the other. No charge for transfer at Bank Popular.

"Fees, maintenance, inactive account , dormant funds, all the buzz words, worldwide , that enable banks to "steal" your money. Constant attention to your monthly statement is required. When you open an account don't be sucked in by promises for a free trip to the moon if "you maintain etc etc". If you don't want to read all the paperwork written in what looks like Chinese, ask to speak to a banker and ask the important questions to him/her. Let them explain in common language all those terms BEFORE they "steal" your money.

Well as I posted a few months back Banco Santa Cru took 8000 pesos from me for an ATM withdrawl - that I tried to make and the ATM was malfuncioning.
The guard even came over after the failed withdrawl and told me it was not dispensing money.
A German man followed up with the same experience.
BSC told me know they gave me the money. No you didn't and the screen even said unable to dispense.
And there were a few people in the bank that morning with the same weekend issue.
I guess they ripped all of them off too.

Clearly that type of issue is "stealing" and must be pursued. Did you give up on trying to get re-imbursed?

When the ATM screws up for me (ScotiaBank).... the bank corrects the problem within the hour - without being asked

Somehow they know it went wrong

Yes after 3 visits the 'customer non-service representative' basically said they had closed the case and their decison would not change unless I filled out another dispute paper, but I fugured heck they will reach the same conclusion. Trust that once Dominicans have your money, and have counted it in their coffers - you ain't gettin' it back.

I know so many Dominicans who say that banks steal their money. I've told them, the banks charge fees and if you don't have money to pay the fees, they just rack up and as soon as you pay money in the bank takes its charges. But no, they don't believe that, they say that if you pay in RD$ 10,000 the bank always takes some of it for themselves. And that's why you have to rush to the bank the second someone pays you and get the money out in cash. Look at the lines outside banks on pay day.

Guess the best bet is to hide your money under the mattress. It does not earn interest and yet there is no no transaction fee penalty. You gain.

Every peso of interest the banks charge is more than reclaimed in their fees and graft
