The main branch here in Santiago is on Duarte heading out of town towards Moca. Call and get a manager's or higher up's name. Call back a day or two later and explain to him or her you'd like to open an account and would like to have it done as soon as possible. Ask which member of his team you should speak with when you come in to their office, then once in the office let the individual know Mr./Ms. (so and so) recommended you to assist me with setting up my new account/ suggested I speak with you..

This approach may or may not work but it will certainly help to make the person you are dealing with on the other side of that desk a little more cooperative.

Wonder if I should just have Dominican wife open the account with her cedula, forgetting to mention to them her US Citizenship, thoughts?

Customer service folks follow a script. They are not allowed the pleasure of rational thought. Their calls are recorded and reviewed based on how closely they followed the script. Not just here but all over the world. That's why you're trying to explain the situation and they just talk right through you.This week's Banco Popular experience.
My neighbor has had an account with Popular for 8 years. His Canadian passport expired 5 years ago and he renewed it in Canada. In those 5 years since renewal he has visited his branch of Popular a minimum 20 times to both deposit USD and withdraw USD.
Yesterday when he was in a hurry as he had a 2:00 PM flight the bank decided to call him on why his 5 year old passport has a different number than his 8 year old passport. I could go into details but it would take an hours to type it. So after an hour they decided he was who he said based on his 8 year old picture and they allowed 20 previous transactions (even thou they where all in error). I know all this as I drove him to the bank. He was so pissed off I thought he was going to blow up the bank.
All of this for a $2000 US withdrawal. Not that I needed another reason but this just adds to the pile of Banco Popular customer service stories as to why I would sooner slit my wrists than bank with these people.
