I don't see what's the difference between the american banks frauds ( Enron, Subprime toxic waste etc )
Not one of those you cited are "American bank" issues.

Enron was an accounting and securities fraud, and severe prosecution was brought.

"Subprime" (whatever that is :rolleyes:) was not a fraud.

I don't know how the heck you try to tie "toxic waste" to banks.
