that's very easy, actually. if you follow the news you might have noticed that USA and haiti (DR's biggest export markets) introduced a ban of dominican produce (fruits and veggies) due to a plague of mediterranean fruit fly.

agreed to JD about the "plague".
on the other hand, the DR, with agriculture beeing a big factor of the country's income, they need waaay bigger control/checks of "what comes into the country".
hey, they still can let the containers filled with southern snow go thru undetected, BUT they need to check 'em for accidentally included other stuff like flies and spiders and bad fruits etc etc.
it is a serious matter for the DR.
on the other hand, if impossible to export the produce, just for the lil own consumption within the country, for that low amount production they will not need the hundred thousands illegal Haitian Workers anymore in that sector, so they can send them home without any sideeffect.

Did they figure out where the fruit came from that had the fly? They may want to quarantine that country too.. APHIS should have caught it leaving the port of origin.
if they find out "they" will send the Marines to wipe that country off the Radar. such Flie sent over is almost a terrorist attack which requires appropriate measures.

This happens all the time.. The last bug that got a foothold in the US was a new kind of stink bug. Really bad for some crops. There's a reason they are very uptight about it.

Why did they kill almost all the pigs on the island back in the 70s? African Swine Fever. They were afraid it would make it to the US and cost billions. They think the pigs got into that from airline garbage.
