Spouse of Cesar El Abusador released from jail

Reports are that Marisol Franco, spouse of César Emilio Peralta (alias El Abusador), left the Justice Palace jail in the Ciudad Nueva between 6 and 7 on the morning of Monday, 2 September 2019.

The Attorney General did not announce the release from the jail of Franco. When journalists inquired at the Anti Money Laundering Prosecution Service in the National District, officials said they could not give information on the new whereabouts for security reasons.

Other sources within the National District Prosecution Agency say that she was taken away as part of the deal made by Cesar El Abusador to hand himself in to the United States Drug Enforcement Administration (DEA).

Franco was due to be in a National District court at 5 pm on Monday for a hearing about the pretrial custody measures that would be handed down to her. The prosecution had said it is seeking 18 months in preventive custody. The hearing was cancelled.

Is there a deal on the table for César Emilio Peralta (El Abusador)?

César Emilio Peralta (César El Abusador) disappeared some two weeks ago, and still the authorities have no idea where he is and they continue to try and find him. He was last seen vacationing at a resort in Punta Cana.

Peralta is required for extradition to the United States. He is accused of being the leader of a powerful drug-dealing network that sent tons of cocaine to the United States. The US Treasury designated him under the Kingpin Act.

On Thursday, 29 August 2019, it was rumored that he was hidden in the Colinas de Mina complex in Villa Altagracia, and agents from the National Drug Control Agency (DNCD) and the military went there, using trucks, all-terrain vehicles, drones and other high technology equipment. There was no sign of Peralta.

However, a rumor is now circulating that he is negotiating his surrender to the United States Drug Enforcement Administration (DEA). This came to light via journalist Pedro Jiménez on the radio talk show, El Sol de la Mañana. Jimenez said his sources told him local prosecutors were negotiating that Marisol Franco, mother of his two twins, be released and that he would take her place. According to Jiménez, Peralta is negotiating directly with the DEA and not with the Dominican Republic Attorney General Office.

Major capos that have been extradited to the United States have served terms in US jails, and struck deals with the US Justice Department and then returned to later enjoy their enormous fortunes in the Dominican Republic.

Another arrest in the Cesar Emilio Peralta (El Abusador) case

The authorities arrested Rafael Reyes, head of the VIP Room discotheque, when he arrived in the country from Holland at Las Americas International airport. The disco is the former Neon and is located on the premises of the former Hotel Hispaniola on Av. Independencia in Santo Domingo.

Reyes was arrested by Migration authorities at Las Americas International Airport. He is impeded to leave the country for supposedly being linked to the drug-dealing network headed by César “El Abusador” Emilio Peralta. He was in possession of a Dutch passport at the time of his arrest.

The VIP Room discotheque was raided and closed by the Public Prosecution Service on 20 August this year. Reyes is on the list of fugitives for his supposed links to the Cesar Emilio Peralta drug dealing and money laundering network.

The Prosecution Agency has arrested 15 people in connection with the case, 12 of whom have been given different coercive measures.

The whereabouts of the spouse of César "El Abusador"

Media is reporting that Marisol Franco is at the Palacio de la Justicia jail. There was speculation that the spouse of accused drug capo César Emilio Peralta "El Abusador," is part of negotiations with the Kingpin Act-designed fugitive. The US is seeking to have him expatriated to the US, where he would answer charges of drug dealing and money laundering.

According to El Día newspaper, Franco was allowed to return to her apartment in Naco Blue Tower under strict security measures.

A hearing would have been had on Monday, 2 September, but this was postponed for Friday, 6 September with Judge José Alejandro Vargas.

Franco's lawyer, Rafael Taveras, has denied that there was any agreement, and if there were, it would be a judicial kidnapping, he said, as one person could not be arrested, hoping that another would hand himself or herself into the authorities.

When asked about her whereabouts on Monday, the Public Prosecution Service limited itself to say she was under their jurisdiction.

Franco’s lawyer stated that the assets she holds have nothing to do with her husband. These assets include a RD$500,000 Mercedes SUV, and an apartment she obtained from her previous marriage.

Judge clears Jake Mate in Cesar Emilio Peralta case

Judge José Alejandro Vargas of the Permanent Attention Office of the National District ordered the release of music promoter Yader Rafael Jáquez Araujo (Jake Mate) for lack of evidence presented by local prosecutors to keep him in jail.

Jáquez Araujo is included in the list of Kingpin Act-designated submitted by the US Treasury to local prosecutors. Jáquez was designated as a top official in the drug trafficking and asset laundering network allegedly led by César Peralta (César el Abusador). Jáquez Araujo had turned himself in on Friday, 2 September to face local charges. The US government has requested his extradition.

The Public Prosecutor's Office had identified Jáquez Araujo as the right-hand man of César Emilio Peralta, and his drug trafficking and asset-laundering network. As reported in Listin Diario, the prosecutors had accused Jáquez Araujo of actively promoting and supervising nightclub properties of Peralta, and channeling funds from these into the financial system. The prosecutors had pointed out that the nightclubs Flow Gallery Lounge, Aqua Club, VIP Room were places used as meeting points to coordinate the laundering of assets from drug trafficking. In the local prosecutor file, Jáquez Araujo is said to have coordinated the personal security for César Emilio Peralta, given his military experience. Jaquez Araujo is a former Air Force officer. The prosecution said that for the security operations, Jake Mate used an ID that identified him as part of the presidential guard of the Primer Regimento Dominicano.
But apparently, the prosecutors did not prepare a good case, and Jáquez Araujo was permitted to go free.

Meanwhile, detective Angel Martínez protested on his YouTube program about the lenience of the Tax Agency (DGII) with the nightclubs that the US Treasury says were operated by the Cesar Emilio Peralta Drug Trafficking Operation. These includes those under Jake Mate. Angel Martínez is the same detective who months before the US filing of the Kingpin Act had announced on his YouTube channel that he was sharing his file on the drug trafficking and money laundering operations of the Cesar Emilio Peralta network with the US law enforcement agencies.

How the authorities track drug dealers

César Emilio Peralta Adames is popularly known as César el Abusador, but that is not the only pseudonym he has. Listín Diario reports that Peralta, a fugitive from American and Dominican justice, is also known by his fellow drug dealers as el Patrón, Cabezón and by his first name, César.

According to online conversations intercepted by the United States authorities, Peralta was using code and encrypted messages to run his drug-dealing operation. He used different names to hide his identity and that of other drug dealers.

José Jesús Tapia Pérez, one of five gang heads who worked for César, used the name of Bola Negra or Boludo, and Ramón Antonio del Rosario Puente (Toño Leña) used BBPIN and Mangrino. According to the extradition file for César Peralta, it appears that Del Rosario Puente tried to communicate with him on several occasions but did not receive a reply. It appears that the contacts were made regarding an issue whereby el Abusador had refused to pay a debt he owed to Toño Leña.

The conversations that were intercepted were about the transport of hundreds of kilos of cocaine. In 2017, one of the members of the Del Rosario Puente group, Darys José Báez Melo, was arrested by Dominican authorities and alerted Del Rosario Puente and his son, Del Rosario Gautier, that they needed to change their numbers as they were being overheard by authorities.

Cesar Emilio Peralta accused of trafficking more than 1,120 kilos of cocaine

According to the extradition order for César Emilio Peralta (aka El Abusador), he trafficked at least 1,120 kilos of cocaine to Puerto Rico and the United States, between the years 2008 and 2017.

The authorities confiscated three of the consignments containing between 10 and 60 kilograms of cocaine in 2013, but according to conversations, every week around 20 kilos were being sent to Puerto Rico.

In November 2015, the National Police confiscated 53 kilos of cocaine and two of heroin aboard a yacht belonging to Peralta's network which was going to Miami and six people were arrested.

And in 2009, several people were arrested in connection with another 150 kilos of cocaine.

In March 2017, authorities recorded Peralta saying he was shipping 20 kilos of cocaine a week by plane to Puerto Rico.

According to the United States authorities, Peralta has been paying officials to avoid his detention.
