Beaches, church going and alfresco dining okay; gyms and cockfighting still closed

Beaches allow more physical distancing than rivers. I believe the government understood it would be unfair to restrict Dominicans access to the beaches, while allowing tourists inside hotels to have access to them. It could backfire for the tourism industry.

As Alter Ego says, few tourists go to the rivers, probably those only on adventure travel excursions.

Right.
Beaches are now open for tourists and Dominicans. It was originally tourist beaches, but now all beaches are open.
Rivers are closed

This is about control.
I was told by my contacts
back in June as soon as the elections
were finished they would
be doing more of this and
bringing back the curfew.
How many businesses need
to be permanently closed before
these muppets wake up?

And they say the same thing about the US and elsewhere, that this is about control and, certainly, I feel controlled every time I put on that stupid mask or am afraid to go out to the driveway during curfew lest the PN pass with my luck. But to what end control??? I'm missing something here!

No clue, but I suspect it’s tourism related. Tourists want oceans/beaches when they get off a flight. They might not like to hear only the hotel beaches are open, because that might mean it’s actually not safe to be on a beach. So they open them all.

I’ve been to many, many rivers in DR. South, central, north. Never saw a tourist, only Dominicans. Most one week tourists to DR aren’t looking for rivers.
Lots of Dominican Yorks are tourists as well. Lot of other tourists come to Jarabacoa, stay at in various resorts and enjoy white water rafting, caving, and swimming, all in the rivers. https://riverclubjarabacoa.com/
