It's fine
I have stayed more times than I can count at 2 1/2 - 3 1/2 star AIs all around Playa Dorada Sosua Caberette and Breezes is on the higher end.
I'm not sure how you judge but the pluses for me are the fact that they have a couple theme rest Mexican, Italian,Japanese,(all require reservations but that's the way it is). I like the fact that there is transportation to both Caberette and Sousa a couple times a day. They have a beach area on site (unlike say Fun Royale / Fun Tropicale Beach Resort where the shuttle goes to the beach). Breezes has supervised activities such as a trapeze, the pool has a "river" that allows almost everyone to be seated "waterfront" there 9 hole pitch and putt golf course, it's not Robert Trent Jones but there are no additional charges if you feel like playing. Are some of the rooms in need of a bit of a face lift? Probably. Is this a 5 star resort? No it is not. Will you enjoy being there? Only you can say (an I hope to hear a report after you return).
I'm not sure if it is me or my attitude but I have never had a complaint while visiting any of these lower budget hotels that ruined my stay ( I won't let it I guess) I have had to go to the pool with a wastebasket to get water to flush, I have had no A/C, A/C dripping water. I have had no electric (candles were nice). I've been overwhelmed by time share sales people (some have reported this as a problem at Breezes). I have seen the most intense rain of my life for 5 days straight. You get it. I love DR and have since the plane landed the first time in Santo Domingo in March 1986. I stopped counting at 30 something times.
Anyway go and enjoy yourself it is the Dominican Republic, embrace it for all it has to offer and you will hardly remember the reviews you read.

PS I will be in DR Feb 13 - Mar 2 2009 and a few of my friends will be at Breezes as they own time there. I may visit for a day or two.
