Having a hard time believing that a Canadian would return home to Canada with a large quantity Dominican weed.
Exactly! We can buy the stuff legally. I was at a weed shop today checking my lotto tickets and found out they now have THC and CBD infused drinks. $6 a can.

every mule ever arrested exclaims "it was planted".
On the other hand if what is reported is accurate, then Canadian police have evidence that he did not board the plane with the bag and have shared it with the prosecutor (the claim is that he was bringing drugs into the DR ... where would one be taking such anyways?)

If that is the case, with the millions of tourists that visit P.C, why is it so rare to hear such a story.
It’s not rare. Many posts on DR1 have detailed the poor PN investigative skills and the resulting injustice to Dominicans and non Dominicans. I’ve been reading them since 2015 and you since 2019. You know full well enforcement agencies in the US and Canada would never get a conviction if they used the same tactics as the PN.

How to they spend $80000 on lawyer fees in just over a month?
It’s called gouging when your posterior is in a legal sling and your subject to the DR rule of law as it applies to gringos. Yet another classic example of the DR enforcement and justice system.

As soon as they see he can't muster up any more money and they've completely bled him dry, he'll be free to go.
It's nothing personal, it's just business.

As in everything, due diligence and critical thinking is required. There have been plenty of cases of corrupt DA, Judges...etc.
Maybe it was a mistake or maybe it is his modus operandi should he be caught. He can say it is not my baggage. I am inclined to side with the P.D who have no desire to anger the tourist trade in a tourist town. I have never heard of a criminal get caught and accused and exclaim " ya got me, fair and square ". It is always " I was framed, set up, or my favorite; they threatened my family if I didn't do it".
