would it be possible to rent a cell phone while in Santiago? Last time I was down there and didn't have one. Obviously I made it out alive, but it sure would have been A LOT easier to have one.

Just buy a cheap cell phone. You can get one activated and working for about $30 US or less. It even comes with some free time. All calls incoming are always free, so anyone can call you and you do not pay.

Go to an orange shop. You can get a phone for $1000, and it comes with $300 credit on it. Bring your passport as you will need i.d. to get set up. Maybe somebody can advise where exactly in Santiago you can find an Orange shop.

Near Hache there are a lot of shops to buy cell phones. That is Estrella and Colon.

So basically I can purchase a prepaid phone, and then everytime I come back to DR I can just get a card to recharge the minutes if necessary? and keep the phone?

The number will last 2 months, so if you are out of the country longer than that, you will need to get a new sim card. They cost about $250 pesos. Not much.
