Clarification Re:Recidency Application Process

I need some clarification please!

I have been trying to contact the Dominican Republic Embassy in the UK for confirmation of the below however noone answers.

Here goes -

1 - apparently they have now extended the time you can legally stay in the DR on a tourist visa from 2 weeks to 1 month.......is this correct?

2 - you can no longer apply for dominican recidency whilst in the UK - you have to wait until you get to the DR?

3 - you need to have recidency in order to start up a business....however the process of applying for recidency whilst in the DR can take a few months......this means that you have to wait until your application has been successful before you start your business. However, someone told me that so long as you have started the application process to become a recident you can go ahead and start your business .......but what if your application got rejected?

Please can someone clarify?

You can start your business after applying for residency. With a clean policy record, no drug use history and good health, you should receive your provisional residency between 4-6 months after the application has been filed. If you apply abroad it may take you up to 1 year, if not more. You can apply for residency while in the country in just 1 day, and then fly back to the UK and wait till your documentation is ready.
