the car insurance thingy he has to do in PR, always in the country where the vehicle is registered/matricula issued.
the same as with the boats. PR Matricula, PR/USA Insurance, the one which includes dominican waters. PR and DR and the US Virgin Islands are anyways on the same insurance region for boats.
its similar for cars, he has to go to his agent in PR and get the insurance addy to include the DR.
drivers license is usually valid only for the 30 days of his tourist card. his PR Car Insurance will be worth shyt if he drives without a valid license. last time i asked, the max time a PR car can be continuously in DR, is 6 months. after that time frame it would get costy to bring it back to PR, it will also be impossible to get it registered in DR without import papers from Aduanas(means it is worthless to sell such here).
we have a number PR registered(ex-registered) vehicles on the roads here on the east, specially around and in Cap Cana. none has a insurance, no driver a valid license, they all overstayed their 6 months allowance since a long time. they are usually offered for sale to newbie gringos who think they know a smart Fren who can make some papers for the vehicles, lol.
as such will not happen, they always get sold to the next and next and next newbie gringo, we never run short of stupids for sure, lol.

if he stays longer and plans to drive without a license, he doesn't need to care about the insurance, as that would not pay/be invalid without a valid license.
if i remember correctly they even ask for the insurance valid in DR upon arrival at the port, but not sure on that point.
