cost of legal representation

I recently spoke to a lawyer in Cabarete to represent me for an alguacil appearance. He assessed my clothes and spanish speaking ability and quoted me the price of "100 US Dollars." Is this a fair price for a drive to Puerta Plata and a court proceeding or is this gringo fee?

I don't think US$100 is too much. He is going to have a to spend a minimum of 2 hours, more likely more, on your case. The drive, the inevitable wait for the hearing to start, and the hearing itself.

With the inevitable delays and postponements the fees quoted are very reasonable.

A word of (free) advice, never hire a lawyer for just one appearance in court, you should retain him/her for the case, which may go on for 2, 3, 5 or more hearings.
