I bet he says what is below. But what about masks, beaches, and other things not mentioned below in his likely talking points?
And does the law really permit him to take over under this "State of Pandemic" and continue to restrict human rights?

It states in a more complete article, that the second stage of de-escalation will continue and further stages will be announced based on results. (basically) There may be some changes but we will see at 4:00.

Would be smart for them to post the number of influenza infections last year with the perçentage of deaths vs number influenza infecțions vs percentage of deaths so far this yeař so we can compare it to the ñumber of covid infections vs the percentage of deaths SO WE as adults can all makë our own infořmed decisions.

Unfortunately article 149 of the law 42-01 gives them a lot of rights and also for a long time!!! Until 30 days after the last infection!

OK. I'll bite. Why are you trashing Danilo? But I guess more interesting, what do you see as the alternatives? Are you Dominican? All said with respect. Don't get me wrong.
He said he received pressure from hotels and tourism. Is that a reason to open the country in the middle of this mess and receive more covid cases from the US?

I don't know you tell me. It sounds like he has given up.

The alternative is to wait and keep the country locked down and watch Texas and Arizona and Florida and SANTO DOMINGO and other states to follow as they are forced to re-close everything because they never should have re-opened.

Am I Dominican? What do you think?

I think your concerns may be addressed by this below. We will know more this afternoon when the minister of public health speaks.

As President Danilo Medina had announced in his speech, the Ministry of Public Health, protected by the General Health Law 42-01, will carry out an official declaration of a health emergency in the country ”, to continue facing the pandemic after leaving the state of emergency.

This resolution that declares the national territory epidemic provides for a series of measures that aim at the suspension of economic, social and recreational activities from 8:00 p.m. until 5:00 a.m. every day of the week, with the exception of the following activities:

Pharmaceutical and health services.
Private security tasks.
Press offices and other media.
The provision of energy, water, telecommunications and solid waste collection services.
Industry work that involves working multiple shifts or 24 hours, but does not involve contact with the public.
Hotel services and other lodging places, as well as restaurant services and other food places, always in compliance with the protocols established for tourist and culinary activities.
The work of the mining sector.
The transport and distribution of goods, supplies and fuel.
The work carried out in ports and airports.
The work of free zone parks.
Construction related to sanitary infrastructure.
Funeral services.
The provision also indicates that any company that exceptionally requires work at 8:00 p.m. at 5:00 a.m. and that is not within the exceptions of this provision, must have written authorization from the High Level Commission for the Prevention and Control of Coronavirus.

During the hours referred to in the provision, work will be allowed for both the assembly and the celebration of the next presidential elections and proselytizing in the open.

As they are considered particularly sensitive sources of contagion, the resolution also prohibits the following activities at all times:

Primary, secondary, university, labor technician and any other subsystem that involves agglomeration of people.
Casinos, bars, discotheques, clubs, movie theaters, theaters, gyms and any other establishment of the same nature.
Commercial, cultural, artistic, sporting and other events that promote concentrations and crowds of people, such as fairs, conventions, concerts and other public shows.
Sports or other events in stadiums, sports palaces, sports arenas, galleras and other places of the same nature.
All health and management protocols for those infected with the coronavirus will be maintained.

Are you watching the United States or the growth of daily cases in the DR? So you can make an informed decision. Oh, check out what is going on with ICU beds in Houston🙄

That is forever and ever. And that is a long time.

What exact rights does he have? Infinite ones?

Curfews
Close things down
Limit road access
Fines
You name it they can do it ALL without any voting.
Ah, then why did they bother with the previous State of Emergency votes and procedures if it was just easy to do?

By the way, I disagree with your response, but that is just me, I await the legal response.
