I was asked months ago by my courier for a copy of my cedula or passport so that info can be passed on to Aduanas. A while back it was announced that there would be a limit of 20 shipments per year and a gross value for goods imported tax free.
Customs has a file on each importer now so that shipments and values can be tracked. I just assumed this requirement was just now being applied to mundanzas as well.
It is the responsibility of the shipper (courier/mundanza) to secure the cedula/passport number of the recipient as a prerequisite for customs clearance I suspect.
