Yes.I believe India and Malaysia must come to an agreement in order for the DR to become part of the commonwealth.

They do not vote for the president though, but they still pay taxes and get federal benefits. Quite different to the British Commonwealth setup.

Probably a better option than joining the Commonwealth. It would certainly cut down on the visa fraud and sankies.
